Sources Sought Question & Answer #1
Marine Design and Engineering Services IDIQ MAC
Notice ID: 3059-9900
1. “Under the Labor Categories sections, it states that resumes and location for each are required.
Is that a requirement for the market survey response (by July 25th) or is that intended for the formal RFP response?”
a) With regards to the sources sought, the government is looking for responses to answer the questions found in the “description” block of the SAM posting.
2. “Do you have a rough schedule of when we can expect the formal RFP?”
a) The government anticipates posting the solicitation in October.
3. “I see that you would like to award 3 IDIQ's with one of them ideally being set aside for a Small
Business. If this is the case, does the scope or magnitude of the scope change at all because of the size difference of the company?”
a) The Government intends to award up to five IDIQs to capable contractors, regardless of business size. The scope or scope magnitude would not change based on the size of the company. We have seen that some of the large companies build partnerships with smaller companies with specific skillsets. We also understand that a lot of smaller companies do not have the abilities or capabilities to compete in this field of work because they have no documented submarine experience. It would be beneficial if there is a pair of companies (large or small) that would have 100% of the capabilities of each other for competition purposes, however we understand that not 100% of the work would be able to be contracted with 100% of all companies awarded.
4. “Will you be requiring onsite and local office/shop presence in the same capacity for the Small
Business as you are the big business companies on this project?”
a) This question is under consideration.
5. “Do you have an idea of how the projects / projects scopes will be split between the 2 big businesses and the 1 small business? Will there be different disciplines/roles you are looking for each company to fill, or does each company need the same, broad strokes of capabilities as outlined in the PWS?”
a) Please see answer to question 3 above.
6. “Will you consider big-business/small-business partners that come at this bid as a package deal to be awarded separate IDIQ's? Or are you intending on 3 totally separate companies bidding independently?”
a) Please see answer to question 3 above.
