About this file
This document is a Solicitation Addendum issued by the North Carolina Department of Health and Human Services, Office of Procurement, Contracts and Grants, for unarmed security guard services at the Charlotte Division of Employment and Independence for People with Disabilities (DEIPD) office. The solicitation, numbered 30-26069-DEIPD, requires comprehensive security services including foot patrols, access control, surveillance, investigations, customer service, crime prevention, emergency response, and daily reporting for 55 hours per week, Monday through Friday, excluding state holidays. The mandatory pre-bid site visit was held on November 18, 2025, at 10:00 AM Eastern Time. Written questions were due by December 2, 2025, at 5:00 PM, with responses provided in this Addendum dated December 9, 2025. Final bids are due December 17, 2025, at 2:00 PM EST. The contract will have an initial one-year term with potential for two additional one-year renewals, with an anticipated award date of February 4, 2026. Vendors must acknowledge receipt of this addendum with their bid submission, or risk rejection.
The addendum addresses nine vendor inquiries regarding contract requirements and clarifies key provisions. Critical clarifications include confirmation that no subcontractors are allowed under any circumstances, contrary to language in Section 4.6; that first aid kits are provided by the State; and that security personnel will have access to a lobby desk and breakroom with limited equipment storage. All security guards must hold valid North Carolina Security Guard and Patrol Licenses and possess Red Cross First Aid certification at contract start. The solicitation is open to all qualified vendors, though a Historically Underutilized Business (HUB) supplemental form with a 10 percent subcontractor diversity goal was mentioned in the original solicitation. Vendors must provide fully burdened hourly rates covering all employment costs and taxes, demonstrate financial stability, provide three customer references for similar services, and comply with E-Verify requirements. Estimated annual hours are 2,860, with contract award based on the lowest-priced responsive bid meeting all specifications.
