About this file

This is Solicitation Addendum 2 for IFB 30-26060, issued by the North Carolina Division of State Operated Healthcare Facilities (DHHS) on August 11, 2026, addressing vendor questions regarding biomedical equipment maintenance services. The IFB solicits competitive bids for onsite biomedical equipment maintenance programs encompassing preventative maintenance, evaluation, consultation, and repair services across state-operated healthcare facilities. The solicitation opening date and time is September 9, 2026, at 2:00 PM EST. The purchasing agent is Brooke Wells. The addendum clarifies three key vendor inquiries: the state does not permit differentiated service rates based on equipment modalities; guidance on end-of-life equipment will be provided through consultation with the biomedical vendor based on replacement parts availability; and vendors requesting revisions to terms and conditions should submit an additional page with requested edits, with any mutually agreed-upon modifications to be documented in writing and incorporated into the final executed agreement.

The addendum specifies that vendors should submit bids in accordance with the solicitation's terms and conditions, with all other terms remaining unchanged. Pricing structure, specific funding amounts, contract duration, renewal options, incumbent vendor status, and other financial details are contained in the full IFB documentation referenced but not detailed in this addendum. Vendors are expected to demonstrate experience and qualifications in biomedical equipment maintenance, deploy trained and certified technicians, maintain equipment uptime standards, and provide emergency repair capabilities. Award will be made to the lowest responsive and responsible bidder meeting all technical and administrative requirements.

SOLCITATION ADDENDUM

THIS ADDENDUM DOES NOT NEED TO BE RETURNED WITH YOUR RESPONSE.

1. The following are questions received about the Solicitation and the State’s response to those questions:

Question

Document Section

Vendor Question State’s Response

1 Attachment G There are a variety of modalities listed in the inventory provided for each location.

Are vendors able to breakout and provide differentiated rates based on device modalities to ensure the level of technician and service needed are aligned. Would the state be willing to allow different rates for modalities such as General Biomed versus Imaging to be bid?

The state is not willing to pay differentiated rates. The services provided are expected to be performed within the scope of general biomedical repair/support.

2 Attachment G What guidance would you provide around end-of-life equipment?

We consult with the Biomedical vendor based on availability of replacement parts and support.

3 Section 2.3 Can you define the process for inclusion of additional terms and conditions to an agreement? The IFB references 01 NCAC 05B.0503, could you provide additional comments or instructions for that process?

For requested revisions to any terms and conditions please include an additional page somewhere in your response with edits requested.

Any mutually agreed-upon modifications to the contract terms, if applicable, will be documented in writing and incorporated into the final executed agreement. Vendors should submit their bids in accordance with the terms and conditions of the solicitation.
