About this file

This is a Market Survey Questionnaire from the Defense Logistics Agency (DLA) Weapons Support regarding potential Indefinite Delivery Contract (IDC) market research for padlock procurement.

The DLA Weapons Support is considering solicitation and award of an IDC for NSN 5340-01-217-5068 (padlock), with two approved sources identified: Sargent & Greenleaf Inc (CAGE 53085, Part Number 951-001) and Pacific Lock Company (CAGE 1E3D8, Part Number PL951D4). The IDC structure would include a standard three-year base period with potential option years (up to four option years possible), with delivery orders issued as needed against the basic contract. All terms, conditions, and pricing would be negotiated upfront. The questionnaire requests responses within 7 business days of receipt and is dated May 6, 2026, with responses directed to Contract Specialist Santiago Diaz Capurro at (614) 307-9891 or Santiago.DiazCapurro@dla.mil.

The questionnaire solicits information across multiple categories including company status (manufacturer vs. dealer/distributor), business size, commercial distribution networks, and commercial item determination factors. Respondents are asked about product sales history, published catalogs or pricing data, website presence, availability of drawings and bill of materials, and similarities/differences between commercial and military equivalents. Additional sections address company interest in pursuing the IDC, agreement to contract terms, maximum delivery quantities, minimum order quantities, delivery timelines, guaranteed minimum percentages, and quantity/price breaks. The government emphasizes that while certified cost and pricing data is not required for commercial items, suppliers must submit information on previous commercial sales pricing adequate for evaluating price reasonableness. The document is marked "SOURCE SELECTION INFORMATION – SEE FAR 2.101 AND 3.104 FOR OFFICIAL USE ONLY."

MARKET SURVEY QUESTIONNAIRE

DATE: 5/6/2026

REPLY TO: DLA Weapons Support (614) 307-9891 / Santiago.DiazCapurro@dla.mil

SUBJECT: Indefinite Delivery Contract Market Research Questionnaire

This is NOT a request for quote/proposal. DLA Weapons Support is considering a solicitation and subsequent award of an Indefinite Delivery Contract (IDC), a type of Indefinite Quantity Contract (IQC)*.

*Indefinite Quantity Contract (IQC): These contracts are intended for use with item(s)/NSN(s) for which recurring demands are anticipated, and as a means of reducing the time and expense required to solicit and make repetitive individual awards. Establishment of an IQC (called a “Basic Contract”) will permit future Purchase Requests (PR) to be awarded by issuing a delivery order against the basic contract. All terms, conditions, and pricing are negotiated/awarded up front with the basic, allowing the delivery order to be issued quickly. Most contract terms will be for a one (1) up to a three (3) year base period with the possibility of two (2), up to four (4) option years. The item(s)/NSN(s) on the contract will be ordered on each delivery order (DO) on an as needed basis. The delivery order quantities are estimated based on previous and forecasted demands, and the contractor will be guaranteed a minimum order value as specified in the contract.

The following item(s) are being considered for possible solicitation:
