About this file
This is a combined specifications document issued by the Texas Department of Criminal Justice (TDCJ) for the installation of a compactor back gate at the LeBlanc Unit in Beaumont, Texas, under Maintenance Work Request (MWR) #07622004 and Requisition number R6221262. The project scope involves excavation and disposal of existing topsoil, installation and compaction of 12 inches of stabilized sand base, and installation of a 26 feet by 26 feet by 6 inches concrete slab using 4000 psi concrete reinforced with #4 rebar at 12 inches on center in both directions. The vendor is responsible for providing materials, equipment, and field services, while TDCJ personnel will handle the actual installation and construction work. The specifications reference multiple standards including ACI 318, ACI 301, and ASTM standards for concrete materials and placement procedures, with requirements for formwork design, steel reinforcement, concrete mixture design, surface finishing, and quality control testing. The project schedule requires submission of a project schedule within 10 calendar days after award, with all work to comply with applicable federal, state, and local codes including the National Electrical Code, Texas Architectural Barriers Act, and TDCJ-specific safety policies.
The bid price must include all shipping, permits, freight charges, and other applicable costs to complete the work requirements. Vendors must provide detailed product submittals with the bid, including catalog data and cut sheets identifying specific part numbers, applicable options, quantities, dimensions, performance specifications, and materials, with clear notation of any deviations from specifications. All products must be new, suitable for project conditions, and free of lead-based paint and asbestos-containing materials, with concrete cement sourced from a single manufacturer plant and aggregates from single sources. The specifications require an independent testing entity to perform sampling and testing during concrete placement, with testing frequency of one composite sample for each day's pour exceeding 5 cubic yards but less than 25 cubic yards, plus one set for each additional 50 cubic yards or fraction thereof. Record documents including as-built drawings, specifications, and shop drawings must be maintained on site, with three copies of all manufacturer installation, maintenance, and operation data provided in standard 3-ring binders, spare parts equal to 10 percent of installed quantities, and all executed warranties upon project completion.
