2STP IFB 161230 ROW On-Call Services Summary

This is an Invitation for Bid (IFB) document issued by the Virginia Department of Transportation (VDOT) for on-call Right-of-Way (ROW) services on a statewide basis. The solicitation seeks qualified contractors to provide ROW services including acquisition, appraisal, relocation assistance, and property management support as needed throughout Virginia. The services are structured as an on-call contract with estimated annual requirements, allowing VDOT to task contractors as needed for various projects across the state. The IFB establishes a framework for multiple task orders issued during the contract period, with specific requirements for contractor qualifications, insurance, and bonding. Responses to the IFB must be submitted by the specified deadline, with contract award anticipated upon completion of the evaluation and selection process. The contract term includes an initial period with potential renewal options to extend the relationship based on contractor performance and continued state needs.

Pricing for task orders will be negotiated on an individual basis as specific ROW service requirements are identified and issued to the selected contractor(s). The solicitation may include set-asides for small businesses or other designated contractor categories in accordance with Virginia procurement policies. VDOT will evaluate bids based on stated criteria including contractor experience, qualifications, capacity, proposed approach to ROW services, and pricing competitiveness. Contractors must demonstrate experience with similar ROW acquisition and management projects and maintain appropriate licensing and certifications. Funding for individual task orders will be derived from VDOT's capital project budgets and may include federal highway funding sources as applicable to specific projects.
