About this file
This is a user guide for Wisconsin State Contract No. C-002-23, which establishes a procurement vehicle for used licensable vehicles in classes 4-13. The contract involves the State of Wisconsin as the procuring entity and Badger Truck Center of Milwaukee, Wisconsin, as the sole vendor. Patricia Crawley serves as the sales representative for Badger Truck Center, which is located at 2326 W. St. Paul Ave., Milwaukee, WI 53233.
The contract enables state agencies and local government units to purchase high-quality used vehicles through a "Strike Price" system, where the procuring unit predetermines maximum acceptable purchase prices, specifications, and delivery dates before submitting requests to the vendor. Badger Truck Center sources vehicles through trade-ins, wholesale purchases, auctions, and other resources, charging their original purchase price plus a flat fee of $6,000. The total cost must not exceed the predetermined Strike Price. The flat fee encompasses service fees, auction fees (if applicable), certified post-auction inspection fees, license and registration fees, delivery costs to 2421 Darwin Road in Madison, Wisconsin, and any other acquisition-related expenses. All vehicles must pass certified safety inspections and be delivered fully licensed and registration-ready to the specified Madison address.

USER GUIDE
USED LICENSABLE VEHICLES CLASS 4-13
CONTRACT No. C-002-23 User Guide Summary
This contract was created to offer interested parties the ability to purchase high quality used vehicles meeting your specifications and strike price so that a true comparison could be established for the purchase of a used vehicle. In order to accomplish this, a Strike Price (set by the procuring unit) would be pre-determined along with specifications and date needed would then be submitted using the attached Used Vehicle Request to the vendors to source. By having all the factors predetermined, more control would be placed with the procuring unit. Vendors could then search and source vehicles meeting the requested specification, strike price and need by date rather than limited to what would be available locally.
The procuring unit must supply predetermined specification, a Strike Price and a need by date. Then submit the request to the vendors to have them provide a response regarding their ability to source that vehicle within the specifications, strike price and time requested. (See scenarios)
Once a vehicle has been sourced, delivered and accepted, the vendor can submit an invoice for payment. (See Section 7.1 Payment requirements).
About the vendor and pricing structure:
Badger Truck Center, Milwaukee, WI, sources vehicles by trade-ins, wholesale purchases, auctions or other resources available to them. They may take temporary ownership to do maintenance, repairs, body/paint work, detailing or other mechanical/physical functions to make the vehicle buyer ready. Their invoice will reflect their original purchase price plus their $6000.00 flat fee. This total cost must be under the Strike Price or it is not acceptable.
The Strike Price is the maximum acceptable purchase price dictated by the State agency/local units of government in advance including all vendor fees (Flat Fee) of the written request.
The Flat Fee is all fees to be included in the attached RFP C-002-23 Section 1.2 Scope of Project. The Flat Fee is to include:
· Service Fee – Fee collected by vendor for each procurement occurrence.
· Auction Fee - Fee paid to an auction company (if applicable).
· Vehicles must pass a certified post auction inspection, using the attached Vehicle Safety
Inspection sheets on pages 27 through 29 of RFP C-002-23.
· Inspection Fee - Fee paid for certified post auction inspection.
· Vendor must include license and registration fees. (Vehicle must be licensed upon delivery. Procuring fleet program will designate plate type at time of procurement).
· All vehicle delivery costs will be included to get vehicle to 2421 Darwin Road, Madison Wisconsin 53704.
· Any other fees that are beyond the scope of this contract and contract terms in the acquisition of each/all vehicle(s).
