Statement of Work (SOW)

Attachment 1 Boiler Turndown Upgrade 1.0) Introduction:

The Social Security Administration (SSA) Boilers 1, 2 and 3 located in the Altmeyer Building are not currently capable of the expected 10 to 1 turndown. Turndown is the ratio of the maximum firing rate compared to the minimum firing rate of the burner. Boiler 3 fires approximately 30,000 standard cubic feet per hour (SCFH) of natural gas at maximum firing rate. At minimum fire to this boiler can go not lower then about 5400 SCFH. Forming the ratio 30,000/5,400 the turndown for this boiler is 5.5 to 1. Since the steam load at SSA is low in the summer months this turndown does not work well in relation with the load. This causes boiler 4 to be the only boiler available for summer operation. If the larger boilers are fired they cycle on and off reducing efficiency, adding to electrical costs and adding to the wear and tear on the equipment.

2.0) Work Location:

Social Security Administration (SSA) Altmeyer Building

6401 Security Blvd

Woodlawn, MD 21235 3.0) Objective:

Modify Boilers 1, 2 and 3 to operate at a 10 to 1 turndown ratio.

4.0) Scope:

The Contractor shall supply all materials, tools, labor and supervision to install the following equipment in boilers 1-3:

· 3 - Rosemount 3015 MV Flow Computer for natural gas flow measurement

· 3 - RTD with thermowells to measure the natural gas temperature

· 3- 4” 300 PSIG Orifice flange with Orifice plate for measurement of 0-33,000 SCFH gas flow.

· 3- VFD Motor Variable Frequency Drives to control FD fan

· Replace the existing vortex flow meter with a differential pressure multi-variable flow computing transmitter from Rosemount

· Check the acceptable accurate flow range of the intended meter to ensure the intended flow range of the flow meter operates in the 10 to 1 turndown gas flow level and flows are well within the accurate range of the flow meter.

· Install and operate a VFD to control the speed of the FD fan. This will allow SSA the benefit of electrical saving as well as being able to achieve the correct air flow for the intended 10 to 1 turndown. The controls will have to be modified to control the VFD fan speed as well as get a feedback of the fan speed from the VFD. The control would then monitor the speed command as compared to the fan speed feedback and indicate any error in that control loop. The VFD will also have to be incorporated into the burner management system. This will include the following capabilities:

· VFD will have to accept a “RUN” discrete contract closure from the BMS to cause it to start/stop the motor.

· VFD will have to provide contact closures for “Running” and “Fault” Conditions. These discrete contacts closures would be wired in series to provide both permissive and proof of the fan operation.

· The minimum speed and purge speed of the VFD will be proved by the existing minimum and purge flow switches.

· The VFD will produce a 4-20 MADC output, powered by the VFD, that will represent the motor speed.

5.0) Responsibility:

The Contractor shall be responsible for adherence to all fire, building, safety, plumbing and electrical codes, as well as OSHA regulations. The contractor shall be responsible for maintaining safety conditions throughout the project. Safety equipment, as well as Safety Barricades is the responsibility of the contractor.

The Contractor shall be responsible to field verify all existing conditions prior to the start of work stated in this SOW.

The Contractor shall inform SSA if any burning, welding or grinding is to be required prior to work being performed. If there is such a need, a Burn Permit shall be obtained from Building Management.

The contractor shall provide all SDS sheets for any chemicals, paints, solvents and or other solutions to be used during this project to the SSA representative for submittal to OEHOS.

6.0) Work Hours:

Unless otherwise specified, all work shall be performed during normal working hours. Normal working hours are Monday through Friday between the hours of 6:00am and 6:00pm except Federal holidays.

7.0) Security:

The Contractor’s personnel are required to pass a suitability clearance prior to being permitted to work on site. The contractor shall be responsible to submit completed paperwork for all personnel requiring SSA access to work on this project. This process takes approximately 4-6 weeks to accomplish. NO EXCEPTIONS.

8.0) Housekeeping:

The Contractor shall be responsible for removal and proper disposal of all debris, trash, and waste materials on a daily basis in order to maintain a safe work environment. Any use of government property or equipment is STRICTLY PROHIBITED.

9.0) Completion:

The Contractor shall be responsible for the completion of the project as described and assisting the SSA Representative in the final assessment of the completed work. The Contractor shall rectify any discrepancies noted during the final inspection that do not comply with the SOW.

10.0) Warranty:

The performing contractor for a minimum of one (1) year shall guarantee all materials and workmanship from the date of acceptance and sign-off by the SSA Representative. The performing contractor will settle all warranty issues.

11.0) Period of Performance:

All work related to this project shall be completed within 120 days after award.
