About this file

This is Addendum #1 to Bid #27-JHP-001 for On-Call Electrical Services issued by Harford County Public Schools (HCPS) Procurement Department on August 12, 2026. The addendum clarifies bidding requirements and contract terms in response to prospective bidder inquiries. The solicitation covers on-call electrical services for HCPS facilities, with work assignments based on project cost thresholds. For projects under $50,000, HCPS retains sole discretion to assign work to any awarded bidder using the submitted hourly labor rates. For projects exceeding $50,000, HCPS will issue a Request for Quotes (RFQ) to all awarded bidders, with award made to the vendor deemed most advantageous to HCPS. Bidders are required to sign and submit the addendum with their bid response; failure to do so may result in bid rejection as non-responsive.

Current contract pricing is provided for three incumbent vendors: Action Electrical charges $46.00 per hour for journeyman electricians and $25.00 per hour for apprentice electricians with 12% markup on materials and services; Lucasia Power and Lighting charges $39.00 and $17.00 respectively with 12% markup; P.D. Valle Electric Co, Inc. charges $41.27 and $26.06 respectively with 10% markup. Contractors must invoice only for actual productive hours on site at their bid rates, with billable time beginning upon arrival and sign-in at the job site and concluding upon job completion. Travel time is not billable. Lump-sum invoicing is prohibited for all projects regardless of dollar value; all invoices must be fully itemized with labor broken down by technician and hours, materials itemized with applicable markups, and costs clearly aligned with the submitted bid form.
