About this file
This is a Request for Proposal (RFP) manual for the Massachusetts Transportation Access Program (TAP) soliciting an on-demand rideshare service. The RFP outlines the procurement process and requirements for vendors seeking to provide accessible transportation services through a rideshare platform. The proposal requests detailed information about service capabilities, operational procedures, accessibility features, driver qualifications, vehicle standards, insurance requirements, and pricing structures. Respondents must submit complete proposals addressing all specified sections of the manual, including company background, service delivery methodology, technology platform specifications, and compliance with Americans with Disabilities Act (ADA) requirements. The manual establishes the framework for evaluation criteria, including service quality, accessibility compliance, operational experience, and cost-effectiveness.
The RFP manual specifies requirements for pricing, insurance coverage, vehicle maintenance standards, and driver training protocols necessary to operate the on-demand rideshare service. Proposers must demonstrate experience providing accessible transportation services and capacity to serve eligible TAP participants statewide. The service is intended to supplement existing public transportation options and provide enhanced mobility access for eligible populations. Vendors must provide detailed information regarding their technology platform's accessibility features, real-time tracking capabilities, payment processing systems, and customer support infrastructure. The manual establishes minimum service standards, response time requirements, and performance metrics that selected vendors must meet throughout the contract term.
