About this file

This is a Request for Information (RFI) issued by the Executive Office of Technology Services and Security (EOTSS) of the Commonwealth of Massachusetts seeking vendor input on automated software or Software-as-a-Service solutions for optimizing Amazon Web Services Relational Database Service Reserved Instances. EOTSS seeks market research to inform the potential development of a future Request for Responses or Request for Quotes and requires solutions that provide continuous, algorithmic management and optimization of AWS RDS Reserved Instances to reduce monthly cloud expenditures. The RFI solicits information across twelve key areas including company background, solution overview, functional capabilities, governance controls, reporting and analytics, integration capabilities, security measures, implementation requirements, licensing and pricing, customer success examples, product roadmaps, and maintenance and support offerings. Responses are due by 3:00 PM Eastern Time on August 21, 2026, with bidder questions due by August 10, 2026, and Commonwealth responses to questions estimated for August 14, 2026. This RFI is open to any willing bidders with no bidders conference or site visit required, and responding is entirely voluntary with no commitment from the Commonwealth to issue a subsequent solicitation or award a contract.

The RFI does not commit the Commonwealth to reimburse any costs incurred in response preparation, and all responses will become public record under Massachusetts General Law. EOTSS seeks solutions achieving specific financial outcomes including reduction in Amazon RDS compute costs, increased Reserved Instance coverage of 80% or higher, improved utilization exceeding 95%, positive return on investment within six months, and an Estimate Savings Rate over 35%. Solutions must support automation and operational efficiency with minimal manual intervention, governance and compliance with approval workflows and audit trails, real-time visibility and reporting including dashboards and executive reporting, technical integration with AWS Organizations and Cost Explorer, and risk reduction through improved forecasting and automated alerts. Responses must address compliance with Commonwealth Enterprise Information Security Standards and Policies, Digital Accessibility Standards aligned with WCAG 2.1 Level A and AA, and the EOTSS Generative Artificial Intelligence Policy. No specific pricing information, contract term, or award details are provided in this RFI as it is a market research instrument designed to inform future procurement strategy.

Issuing Agency

The Executive Office of Technology Services and Security is responsible for the development of IT policy and implementation and oversight of all information technology investments for the Commonwealth and its respective agencies. EOTSS has broad statutory authority to effectuate the goals prompting IT consolidation in Chapter 64 of the Acts of 2017, as memorialized and articulated in M.G.L. c. 6A, s. 7A and M.G.L. c. 7D. As the lead enterprise IT and cybersecurity organization for the Executive Branch, EOTSS provides responsive digital and security services, and oversees and manages the enterprise technology and digital infrastructure and services for over 125 state agencies and over 43,000 state employees. EOTSS provides Enterprise Cybersecurity and Risk Management services, Infrastructure and Network services, End-User Support and IT services, Digital and Data services, Strategy Management and Consulting services, and additional IT-focused services to the Executive Branch and other Commonwealth users.

Description and Purpose of the RFI

Purpose

EOTSS is conducting market research to identify an automated software or SaaS solution. The goal of this RFI is to introduce continuous, algorithmic management and optimization of our Amazon Web Services (AWS) Relational Database Service (RDS) Reserved Instances (RIs) to structurally reduce our monthly cloud expenditure.

Because RDS Reserved Instances lack the native flexibility of standard compute savings plans, changes to database sizes, multi-AZ deployments, regional configurations, or engine migrations often cause costly coverage mismatches. EOTSS requires an automated tool that can continuously analyze our usage patterns, execute modifications, and optimize purchasing to prevent underutilization and eliminate unhedged on-demand costs.
