Statement of Work Summary

This document is a Statement of Work (SOW) template for Contract #26PSX0074A between the State of Connecticut and a contractor to provide professional consulting services. The SOW template establishes the framework for energy, telecommunications, and broadband consulting services to support the Connecticut Department of Energy and Environmental Protection (DEEP) in coordination with the Department of Administrative Services (DAS). The scope of work encompasses advisory, analytical, and policy-based consulting on an as-needed basis to support DEEP's Bureau of Energy and Technology, regulatory proceedings participation, and strategic initiatives. The template requires specification of detailed goals and objectives, project milestones with delivery dates, period of performance with defined start and completion dates, and place of performance designations (in-person at Client Agency sites, remotely, or a combination thereof). The document explicitly excludes engineering or architectural design, construction, legal services, and implementation activities.

The SOW template requires identification of specific standards and requirements, resource requirements for both contractor and client agency, clearly delineated contractor and client agency responsibilities, and defined acceptance criteria for deliverables. Pricing is set forth in Exhibit B, Price Schedule, with provisions for price adjustments outlined in the underlying Contract. The template includes sections for contractor resources with required knowledge and skills, resource commitments from the Client Agency, and a process for SOW amendments requiring mutual written agreement by the parties. The document mandates points of contact for both the Client Agency and Contractor and requires execution by duly authorized representatives of both the State of Connecticut and the respective Client Agency. Federal requirements applicable to the project must be identified or noted as not applicable, and the SOW may not modify or conflict with terms of the underlying Contract, with Contract terms prevailing in any conflict unless conflicting SOW terms are required by federal law.
