About this file
This addendum to Solicitation 26PSX0074A clarifies requirements for the Connecticut Department of Administrative Services (DAS) and Connecticut Department of Energy and Environmental Protection (DEEP) energy, telecommunications, and broadband consulting services RFP. The addendum addresses 18 questions submitted by prospective bidders and provides critical guidance on proposal submission and evaluation procedures. The initial contract term is three years, with potential extensions by mutual agreement for additional periods not to exceed the length of the original three-year term. Proposals are due August 19, 2026, and all questions received by the July 30, 2026 deadline were answered and posted by August 4, 2026 as an addendum. Bidders may propose on one, several, or all eleven Scope of Service categories identified in Exhibit A; full-scope coverage is not required for a responsive proposal. The State intends to establish a prequalified pool of multiple qualified consulting firms, with individual Statements of Work (SOWs) allocated by requesting Client Agencies based on specific project needs, qualifications, availability, past performance, geographic proximity, and project-specific expertise.
Pricing shall be submitted as fully burdened hourly rates by labor category in Exhibit B, and these rates will be used for all SOWs issued under the contract. For individual SOWs with well-defined scope, deliverables, and milestones, Client Agencies may consider firm-fixed-price proposals built from and supported by approved hourly rates. Proposals do not require estimated labor hours, project budgets, or page limits for narrative responses; however, the CTSource system may have field limitations requiring responses to be submitted as separate attachments. Proposers should provide three to five representative projects overall demonstrating qualifications across proposed Scope of Service categories, but separate project examples for each category are not required. Expert witness testimony services remain in scope and cannot be excluded; proposers not offering this service should indicate "N/A" for applicable pricing items. Subcontractor identification is not required at the proposal stage; only indication of whether particular job titles will use subcontractors is needed in Exhibit B. The Attachments tab will become available in CTSource only after all required proposal fields are completed.

Initial term with be for three years. The parties, by mutual agreement, may extend this Contract for additional terms beyond the Term, prior to Termination or expiration, one or more times for a combined total period not to exceed the complete length of the original Term, but only in accordance with the Section in this Contract concerning Contract amendments. On RFP page 27 asks the bidder to "Identify any additional labor categories no included in Exhibit B and explain why they are necessary".
Please confirm if this is intended to say "Identify any additional labor categories NOT included in Exhibit B and explain why they are NOT necessary", or "Identify any additional labor categories included in Exhibit B and explain why they are necessary".
This statement should read "Identify any additional labor categories not included in Exhibit B and explain why they are necessary."
ARE the departments of DEEP and DAS interested in a consultancy that can provide a strong and deep source of telecom and broadband and wireless suppliers for when needed at the best price and best service levels. Our model of consultancy would be a prarallel path to many of the consulting outcomes that you will under take and we can provide a stable platform for best in class suppliers at best prcies. The best part there is no cost to the State of Connecticut for our work and efforts. Let us know if this is of interest in conjunction with this RFP solicitation.
This is a competitive Request for Proposals (RFP). The State will evaluate all proposals submitted by the proposal due date in accordance with the requirements and evaluation criteria set forth in the RFP. If your organization believes its proposed approach meets the objectives and requirements of the solicitation, you are encouraged to submit a proposal for the State's consideration.
Is there a page limit, font size, or formatting requirement for the narrative sections (Firm Qualifications, Staffing Plan, Project Management, Regulatory Experience, Value- Added Services)?
The RFP does not establish page limits, font size, or specific formatting requirements for the narrative responses. Proposers may enter their responses directly into the eProcurement system or upload a separate document. If responding directly in the system, plain text formatting is recommended. If uploading a separate document, clearly identify the document with the applicable section title and question number (e.g., Firm Qualifications – Question 1). In the corresponding response field within the system, enter "See [Document Title]" and upload the referenced document under the Attachments tab.
If a firm elects to propose on multiple Scope of Service categories, should firms prepare individual submissions or a singular submission for all categories?
Only one proposal submission is required, regardless of the number of Scope of Service categories on which a firm elects to propose. Proposers should submit a single, comprehensive proposal addressing all applicable requirements. If a proposer is not submitting pricing for a particular Scope of Service category, the proposer should indicate "N/A" for the applicable pricing items or schedules associated with that category.
Can a firm propose for a subset of the 11 Exhibit A Scope of Services categories, or is full-scope coverage required for a responsive proposal?
Yes. Proposers may submit a proposal for one, several, or all of the Scope of Service categories identified in Exhibit A. Proposers are not required to provide services for all categories to be considered responsive. If a proposer is not submitting pricing for a particular Scope of Service category, the proposer should indicate "N/A" for the applicable pricing items or schedules associated with that category.
Does the CTSource portal impose any word count, character count, or page limitations on the narrative responses required in the Questionnaire tab (e.g., Firm Qualifications and Experience, Subject Matter Expertise, Key Personnel, Project Management, Regulatory and Stakeholder Experience, Value-Added Services)? If such limitations exist, or if there are recommended lengths and detail being sought within each question, please confirm the applicable limit for each field or field type.
Additionally, are there any page or length limitations applicable to attachments submitted in support of the Questionnaire responses (e.g., representative project write-ups, personnel resumes, or the Contract Package review)?
The RFP does not establish page limits, word counts, character counts, or specific formatting requirements for the narrative responses. However, proposers should be aware that the CTSource system may have field limitations when entering responses directly into the Questionnaire. If a response exceeds any system limitations or if the proposer prefers, the response may be submitted as a separate attachment. When using an attachment, clearly identify the document with the applicable section title and question number (e.g., Firm Qualifications and Experience – Question 1). In the corresponding response field within CTSource, enter "See [Document Title]" and upload the referenced document under the Attachments tab. There are no page or length limitations established by the RFP for supporting attachments.
Since most of the work under this opportunity is advisory in nature, would it be possible to exclude expert witness testimony from the scope? These services are highly specialized and typically fall outside what a consulting firm would provide.
No. The Scope of Services will not be modified to exclude expert witness testimony. If a proposer does not offer this service, the proposer should indicate "N/A" for the applicable pricing item(s) or response(s), as appropriate.
Can the Department provide the anticipated volume, frequency, and typical size of Statements of Work expected to be issued under this Contract over the initial one-year term?
The initial term of the contract will be three years, and although it is difficult to predict, projects will most likely range from a few months to three years. The size and frequency of SOWs will fluctuate depending on availability of federal and/or state opportunities and funding.
Exhibit B requests offerors propose fully burdened hourly rates by labor category, which the contract states will be used for all Statements of Work issued under this vehicle.
During execution, for an individual SOW with a well-defined scope, deliverables, and milestones, would the Department confirm its willingness to consider a firm-fixed-price proposal — built up from and consistent with the approved hourly rates in Exhibit B — as an alternative to invoicing based on actual hours worked?
Yes. For individual Statements of Work (SOWs) with a well-defined scope, deliverables, and milestones, the Client Agency may consider a firm-fixed-price proposal.
Any such proposal should be based on and supported by the Contractor's awarded fully burdened hourly rates and be submitted as part of the required work plan and cost estimate for the specific SOW. The Client Agency will determine the appropriate pricing methodology based on the nature of the assignment.
The Questionnaire tab indicates for several responses that “Documents may be uploaded to the Attachments tab.” There is a pop-up that comes up that says “Attachment Required !”. However, there are no clickable options to attach a document for any response and we don’t currently see an attachment tab under the options provided in the Requirements, Questionnaire, or Review Response tabs. Will an “Attachments tab” be added at a later date or can you identify how attachment may be uploaded for this RFP?
The Attachments tab will become available after all required fields within the proposal have been completed.
Once the required information has been entered, proposers will be able to upload supporting documents through the Attachments tab. For additional guidance on submitting a response and uploading attachments in CTSource, please refer to the CTSource Supplier Solicitation Response and Addenda Guide available at:
Supplier Solicitation Response and Addenda Guide
Refer to the Questionnaire tab under “Subject Matter Expertise and Technical Capabilities.”
Bidders are instructed to 'identify the specific Scope of Services categories from Exhibit A for which your firm is proposing.' Will evaluation and award be conducted on a per-category basis, such that a Proposer could be awarded some but not all of its proposed categories, or will award be a single, holistic determination covering the full set of categories for which a Proposer has identified?
All proposals will be evaluated in accordance with the evaluation criteria set forth in the RFP. The State reserves the right to make one or more awards in the manner determined to be in the State's best interest. A proposer is not required to provide the full complement of Scope of Service categories, disciplines, or job titles identified in the solicitation to be considered for award. Accordingly, the State may make awards to firms based on the categories and capabilities for which they are determined to be qualified and responsive to the requirements of the
RFP.

The RFP states DAS intends to “establish a Contract with multiple qualified consulting firms” to create a prequalified “pool,” but no methodology is given for how Client Agencies will select among pool members for a given SOW (rotation, direct selection, mini-competition, etc.). How will specific SOWs be allocated among pool members?
The intent of the Contract is to establish a pool of qualified Contractors to provide on-call consulting services. Individual Statements of Work (SOWs) will be issued by the requesting Client Agency based on the specific needs of the project. In most cases, the Client Agency will request a work plan and cost estimate from all Contractors qualified in the applicable Scope of Service category and will evaluate the responses based on factors such as qualifications, availability, past performance, geographic proximity, project-specific expertise, and other considerations determined to be in the best interest of the Client Agency. For specialized or time-sensitive projects, the Client Agency may request a work plan and cost estimate from one or more Contractors determined to be best qualified for the specific assignment. Selection procedures will be administered by the Client Agency in accordance with the terms of the resulting Contract.
Refer to the Questionnaire tab under “Subject Matter Expertise and Technical Capabilities”.
Does CT DEEP expect that each bidder will have experience in each service category?
Should bidders map experience to respective service categories?
No. Proposers are not expected to demonstrate experience in every Scope of Service category. Proposers should clearly identify the Scope of Service categories for which they are proposing and provide information demonstrating their relevant qualifications, experience, and technical capabilities for those categories. To the extent a proposer's experience aligns with the requested Scope of Service categories, disciplines, and areas of expertise, proposers are encouraged to provide that information to assist the Evaluation Committee in its review.
Firm Qualifications & Experience - should the firm provide 3-5 representative projects for all Scopes of Services categories from Exhibit A for which we are applying? or 3-5 representative projects for each category?
Proposers should provide three (3) to five (5) representative projects overall; separate project examples for each Scope of Service category are not required. To the extent practicable, the selected projects should collectively demonstrate the firm's qualifications, experience, and capabilities across the Scope of Service categories for which the proposer is submitting a proposal.
Subcontractors: If the contractor might use subcontractors for any of the tasks, should those subcontractors be identified in the proposal?
At the proposal stage, proposers are only required to identify in Exhibit B whether a particular Job Title will be performed by a subcontractor by indicating "Yes" or "No."
The identification of specific subcontractor firms is not required as part of the proposal. If awarded a Contract, the Contractor will be required to identify the subcontractor(s) that will perform the applicable services in accordance with the terms and conditions of the resulting Contract.
Labor estimate: Should the proposal include any estimated hours of labor time by staff?
No. Proposers are not required to include estimated labor hours in their proposals. Because this is an on-call, indefinite quantity Contract, the scope and level of effort for future assignments cannot be determined in advance.
If awarded a Contract, labor hours and staffing levels will be proposed as part of the work plan and cost estimate developed for each individual Statement of Work (SOW), as requested by the Client Agency.
Cost proposal: Should the proposal include any estimated budgets, either by task or in total?
No. Proposers are not required to include estimated project budgets, either by task or in total, as part of their proposals. Because this is an on-call, indefinite quantity Contract, the scope and level of effort for future assignments cannot be determined in advance. Proposers are only required to submit the pricing requested in Exhibit B. If awarded a Contract, project-specific budgets will be developed as part of the work plan and cost estimate for each individual Statement of Work (SOW), as requested by the Client Agency.
