Exhibit B Pricing Submission Instructions for RFP# 26PSX0040

This document comprises the pricing submission instructions for the Connecticut Department of Energy and Environmental Protection (DEEP), detailing the requirements for professional consulting and inspection services including engineering, architectural, environmental, surveying, diving, and specialized support services. Proposers must complete four exhibits (B-1 through B-4) addressing labor categories, equipment, materials, and pricing language. The RFP allows for multiple awards to qualified contractors to ensure adequate coverage, capacity, geographic distribution, and expertise. Labor categories span eight primary classifications—Executive/Strategic Management, Project Management and Administration, Engineering Services, Architectural and Planning Services, Environmental and Natural Resource Services, Surveying/GIS/Technical Support, Inspection and Construction Administration, and Specialized Services—with additional categories permitted if applicable. Proposers must indicate which labor categories they are bidding on and provide personnel assignments meeting minimum qualification thresholds, including education and relevant experience requirements ranging from three to fifteen years depending on the position. The State reserves the right to request supporting documentation, require personnel substitutions, reclassify staff into appropriate categories, and reject rates deemed inconsistent with defined levels of effort.

Pricing submissions must include fully burdened hourly rates for labor categories across three contract years, equipment schedules with hourly/daily/weekly/monthly rates and fair market values supported by documentation, and material pricing with cost-plus percentages for items not on the provided list. Travel time, mileage, and miscellaneous expenses are excluded from labor rates. All pricing remains fixed for years one through three of the initial contract term, with annual price adjustments permitted thereafter based on the U.S. Bureau of Labor Statistics Employment Cost Index for Private Industry Workers in Professional, Scientific, and Technical Services, capped at the lesser of the actual index change or four percent annually. Fair market value rates remain firm for the first two years, with adjustment requests permitted every two years thereafter and subject to DAS Procurement approval. Invoicing requirements mandate itemized monthly submissions including project identification, service dates, service descriptions, personnel information, hours worked, billing rates, and applicable charges. Proposers may add or delete equipment with justification and equivalent replacement, and incomplete submissions will be returned without review.
