About this file
This Invitation for Bids (IFB #262845MN) is issued by Sarasota County, Florida, through its Parks, Recreation and Natural Resources (PRNR) department to select up to three qualified contractors to provide fencing installation and repair services on an as-needed basis throughout the County's parks system. The solicitation encompasses both chain link fencing, which represents the most common installation type, and specialty fencing materials including plastic, PVC, wood, wrought iron, aluminum, block, stucco, and foam. Contractors must demonstrate a minimum of seven years of experience providing fencing installation services for commercial, industrial, or governmental agencies and provide at least two professional references. All bid submissions must be completed through the OpenGov electronic procurement portal, with specific submittal deadlines, question submission deadlines, and award timelines identified within the platform. Pre-bid meetings and site visits may be scheduled as specified in the Solicitation Timeline posted in OpenGov. The resulting contracts will have an initial term of three years, with the County reserving the right to utilize the contract across all departments, not solely PRNR.
Pricing is structured on a tiered basis depending on project cost estimates. Projects estimated under $50,000 are compensated using unit rates and markup percentages from the contractor's submitted Pricing Table, with hourly labor charges including all trip charges, mileage, vehicle charges, and travel time. Projects estimated at or exceeding $50,000 require competitive quotes among all awarded contractors, with compensation based on firm lump-sum pricing, and the lowest bidder receiving the award. All materials must be new and unused unless County-approved, and the contractor assumes responsibility for permits, material transportation, and handling. The County reserves the right to purchase materials directly for contractor installation without markup. Local and American business preferences do not apply due to grant funding requirements. Contractors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability of $1,000,000 per occurrence, and Business Automobile Liability of $1,000,000 combined single limit. All work is warranted for a minimum of one year from County acceptance or the duration of manufacturer warranties, whichever is longer.
