About this file
This specification document outlines the requirements for a Competitive Sealed Proposal (CSP) issued by Harris County's Office of the County Engineer for the turnkey modernization of one hydraulic elevator serving two floors at Annex 9 Courthouse located at 1001 S. Sgt Marcario Garcia Dr., Houston, TX 77011. The project scope includes upgrading major components with non-proprietary equipment, installing a pit flood alarm system, and adding an emergency lowering device to enhance safety, performance, energy efficiency, and reliability while reducing long-term operational costs and vendor lock-in. The pre-proposal conference and mandatory site visit are scheduled for October 13, 2026, at 10:00 a.m. CST at the courthouse address, with vendors assembling in the main lobby. Written questions must be submitted online through Bonfire at https://harriscountytx.bonfirehub.com prior to the deadline specified in the Events Schedule. The project completion timeline is 180 calendar days from the start date of January 17, 2027, with contractors required to provide detailed breakdowns for preconstruction planning, demolition, controller and machine installation, pit flood alarm and signal installation, and final testing and commissioning phases.
The contract requires all-inclusive pricing incorporating labor, materials, equipment, and related costs with no separate line-item rates accepted. Payment is structured in four milestones: 50 percent upon County approval of engineering and design submittals; 15 percent upon delivery and verification of major equipment and materials; 25 percent upon substantial completion with successful final inspections and no significant violations; and 10 percent upon conclusion of a 30-day problem-free operation period. Harris County Building Operations Service will not prepay for unperformed work and must verify completion and satisfaction before releasing payments. Liquidated damages of $390 per day apply for delays caused by the contractor or its vendors, assessed starting five weekdays after the contracted completion date and deducted from final retainage payments. The contractor must provide a minimum one-year warranty covering all parts and labor, maintain an organized staging area, comply with all applicable codes including ASME A17.1, ADA requirements, and state and local codes, and assume sole responsibility for hydraulic fluid disposal, dumpster costs, and vehicle parking fees. Harris County reserves the right to terminate the contract without penalty if funds become unavailable, and the Office of the County Engineer retains exclusive authority over retention and reuse decisions for existing elevator equipment.
