About this file
This Addendum No. 1 is a Questions and Answers document issued by the City of Danville, Virginia for RFP-26-27-006 regarding the procurement of an Enterprise Customer Payment Platform and Payment Processing solution. The RFP seeks a vendor to provide a comprehensive payment platform supporting utility bill payments through multiple channels including online portals, interactive voice response (IVR), point-of-sale (POS) terminals, text-to-pay, and mobile payment options. The City processes approximately 193,602 payments annually totaling $46,798,233.15 across roughly 43,000 utility accounts, with monthly billing for all accounts. The platform must integrate with Harris CIS Infinity version 4.1.63.134266 (internally hosted) using REST and SOAP APIs, and with the new Smart Energy Water SmartCX customer engagement platform. The procurement requires real-time payment posting, daily reconciliation reporting, and support for approximately 5 POS terminals. The original bid opening date was extended to Thursday, September 3, 2026, at 4:00 PM. The anticipated contract award date is late September 2026, with an implementation start date of October 1, 2026 (or November 1, 2026 per one response), and a production go-live date of March 31, 2027. The contract term is five years with options to renew for two additional five-year periods.
The City operates under a hybrid fee model wherein residential customers have transaction fees absorbed by the City (currently $3.75 per transaction, transitioning to percentage-based pricing), while commercial and industrial customers pay fees with a maximum of $500 per transaction. Current payment mix includes debit cards (50.15% of volume), credit cards (33.19%), and ACH transactions (12.41%). The City currently uses Paymentus as its payment processor and gateway; however, Harris Advanced Utility Systems requires any new provider to be certified or an existing partner with Harris AUS. The City will not be migrating stored payment tokens, AutoPay enrollments, customer profiles, or historical payment data, nor will it require disconnect/reconnect functionality. Settlement timing must occur within 1-3 days with daily activity reporting in Excel format. The City requires SOC 2 Type II reports and penetration test results to be provided under non-disclosure agreements. Virtual interviews via Microsoft Teams, Zoom, or other platforms are acceptable. Performance and payment bonds are not applicable to this procurement. Harris licensing, configuration, and professional services costs required for integration must be included in vendor pricing, and the current contract with Paymentus expires in December 2027.
