About this file
This document presents the scoring criteria for the City of Sarasota's Citywide Continuing Professional Services (CCNA) procurement, which establishes a competitive evaluation framework for selecting qualified professional service firms to provide architectural, engineering, planning, surveying, and related services on an as-needed basis across multiple city departments. The solicitation, governed by the Consultants' Competitive Negotiation Act under Florida Statutes 287.055, requires proposers to submit technical proposals limited to 60 pages by February 10, 2026. The City intends to select multiple firms from this pool and will authorize work through individual task assignments or work orders throughout the contract term. The initial contract period is one year with two potential one-year renewal options, allowing for up to three years of engagement. The City does not guarantee a minimum amount of work to selected firms.
The evaluation of proposals will utilize a 100-point scoring system distributed across four categories: Company Qualifications (15 points), which assess firm qualifications, relevant experience, and organizational capacity; Personnel Qualifications (30 points), evaluating key staff expertise; Relevant Project Experience and References (30 points), validating past performance and professional services capabilities; and Approach and Methodology (25 points), measuring the proposer's understanding of scope and project management practices. Selected firms must maintain comprehensive insurance coverage with a minimum of one million dollars in commercial general liability per occurrence, comply with all applicable federal, state, county, and local regulations, maintain professional licensure, and be registered to do business in Florida. The solicitation includes detailed hourly rate references for over 50 position categories and incorporates liquidated damages provisions with daily penalty rates ranging from $960 to $9,198 depending on project complexity. No specific set-aside designations for disadvantaged enterprises are noted, though local vendor and local employee certifications may provide minor competitive advantages.
