No specific response dates, due dates, site visits, or bidders' conferences are detailed in this exhibit, though the RFP consists of multiple documents including the Scope of Services (Exhibit A), Proposal Response Requirements (Exhibit B), Required Forms (Exhibit C), Scoring Criteria, and the City's Terms and Conditions.
Proposers must not submit pricing, fee schedules, hourly rates, or cost information as part of their proposals; compensation will be negotiated after ranking in accordance with CCNA requirements. Technical proposals are limited to sixty pages (single-sided), excluding cover pages, introductory letters, tables of contents, resumes, required forms, certifications, and appendices. Proposals must include the proposer's statement of organization, relevant company experience, identification of key personnel and subconsultants, staffing resources and capacity, and the approach and methodology for service delivery. All proposers must meet minimum qualification requirements to be considered responsive and responsible, and must complete all required administrative forms (Exhibit C) to establish responsiveness and statutory compliance. Trade secret material must be submitted separately and clearly labeled in accordance with Florida law. Exhibit D, a Task & Position Reference, is provided for contract administration purposes only and shall not be completed by proposers or used for proposal evaluation.
