About this file

This is a Proposal Response Requirements document (Exhibit B) for the City of Sarasota's Citywide Continuing Professional Services (CCNA) solicitation issued under Florida Statutes 287.055. The solicitation seeks to establish a pool of qualified professional service firms to provide on-demand architectural, engineering, planning, surveying, and related services across multiple city departments through individual task assignments or work orders. Proposals are due by February 10, 2026, and the City intends to select multiple firms to support ongoing and future municipal needs. The initial contract term is one year with two potential one-year renewals, totaling a maximum of three years. Technical proposals must not exceed 60 pages (single-sided) and must be organized according to specified section headings including proposer organization, experience, team composition, capacity and availability, and approach and methodology. Excluded from the page count are cover pages, introductory letters or executive summaries, tables of contents, section dividers, resumes, required forms, certifications and licenses, and appendices.

Proposers shall not submit any pricing, fee schedules, or cost information as part of their proposals; compensation will be negotiated after ranking in accordance with CCNA requirements. All proposers must meet minimum qualification requirements to be considered responsive and responsible, and must complete all required administrative forms (Exhibit C) to establish statutory compliance. The solicitation includes a Reference Task and Position Reference Exhibit (Exhibit D) for contract administration purposes only, which shall not be completed, modified, or submitted by proposers and does not establish pricing, fees, compensation, or guarantee minimum services. Trade secret material must be submitted separately and clearly labeled in accordance with Florida law. The evaluation will be conducted using a 100-point scoring system across four categories: Company Qualifications (15 points), Personnel Qualifications (30 points), Relevant Project Experience and References (30 points), and Approach and Methodology (25 points). No specific set-asides for disadvantaged enterprises are mentioned, though local vendor and local employee certification options may provide minor competitive advantages.
