About this file

Shooting Range & Training Center - Floyd County, Georgia

This is a project specification and scope of work document for Floyd County Board of Commissioners in Rome, Georgia, detailing the construction of a Shooting Range & Training Center facility for the Floyd County Police Department. The project encompasses the design and construction of a comprehensive law enforcement training facility that includes indoor and outdoor shooting ranges, classroom spaces, equipment storage, and administrative areas. The facility is intended to support police training operations and firearms qualification requirements for the department. The document provides detailed architectural specifications, site plans, building system requirements, and construction standards that bidders must follow to ensure compliance with county requirements and operational needs.

The project specifications establish strict construction standards including structural requirements, mechanical and electrical systems, safety features specific to shooting range operations (such as bullet containment and ventilation systems), and facility layout configurations. Funding for the project is allocated through Floyd County capital improvement budgets, with the county issuing sealed bids from qualified contractors to execute the work. The scope of work document serves as the binding technical reference for all contractors submitting proposals, establishing baseline expectations for construction quality, timeline adherence, and facility performance standards upon completion and acceptance by Floyd County.

FOUNDATION RECOMMENDATIONS

INTRODUCTION

Authorization

This report presents the results of a geotechnical exploration and foundation analysis for the proposed Floyd County Impound and Shooting Range, conducted for Floyd County Government. The work for this project was performed in accordance with our Proposal No.

P-26023 dated February 2, 2026. Verbal authorization was given to perform this exploration and analysis.

Purpose

The purpose of this exploration was to evaluate the soil and groundwater conditions at the site and to recommend a type and depth of foundation system suitable for the proposed structure as well as to provide criteria for the Architects and Design Engineers to use in preparing the foundation design.

Scope

The scope of the exploration and analysis included a reconnaissance of the immediate site, the subsurface exploration, field testing, and an engineering analysis and evaluation of the foundation materials.

The scope of services did not include any environmental assessment for the presence or absence of wetlands or hazardous or toxic materials in the soil, surface water, groundwater, or air, on or below or around this site. Any statement in this report or on the boring logs regarding odors, colors or unusual or suspicious items or conditions is strictly for the information of the client.

General

The general subsurface conditions used in the analysis were based upon interpolation of the subsurface data between the borings. There is a possibility that varying conditions may be encountered between boring locations. If deviations from the noted subsurface conditions are encountered during construction, they should be brought to the attention of the Geotechnical Engineer.

The recommendations submitted for the proposed structure are based on the available soil information and the preliminary design details. Any revision in the plans for the proposed structure, from those described in this report, should be brought to the attention of the Geotechnical Engineer to determine if changes in the foundation recommendations are required.

The Geotechnical Engineer warrants that the findings, recommendations, specifications, or professional advice contained herein, have been presented after being prepared in accordance

Floyd County Impound and Shooting Range Project No. 01-265007 2 with generally accepted professional engineering practice in the fields of foundation engineering, soil mechanics and engineering geology. No other warranties are implied or expressed.

After the plans and specifications are complete, it is recommended that the Geotechnical Engineer be provided the opportunity to review the final design and specifications, in order to verify that the earthwork and foundation recommendations are properly interpreted and implemented.

This report has been prepared for the exclusive use of Floyd County Government for the specific application to the Floyd County Impound and Shooting Range project.

DESCRIPTION OF SITE

Site Location

The site is a former primary school located on Old Dalton Road in Rome, Georgia. The proposed Firing Range Building is to be located to the west of the existing school and the proposed Impound Building is to be located to the southeast of the existing school.

Topography

The proposed Firing Range Building footprint is relatively flat and slopes from the southwest at an elevation of 631 down to the northeast to an elevation of 629. The proposed Impound Building footprint slopes from the north at an elevation of 625 down to the south at an elevation of 620.

GEOLOGY

General Area Geology

Rome, Georgia is located in the Ridge and Valley Physiographical Province which is the westernmost section of the Appalachian Mountains. The existing topography of the Ridge and Valley region is the result of the erosion of alternating layers of hard and soft sedimentary rock that was folded and faulted during the creation of the Appalachian Mountains. Ridges are present along resistant layers of sandstone or chert, while valleys are underlain by shale or limestone. The Ridge and Valley geology is dominated by the succession of Paleozoic sedimentary rocks which were deposited by an ancient sea. Sequences of shallow marine limestone and shale were deposited with occasional incursion of marine or deltaic sandstone.

Intensely deformed metamorphic rocks, created by collisions at the continental margin, were thrust onto the continent and rode over a blanket of buckled sedimentary rocks. These sedimentary rocks now make up the Ridge and Valley Province, while metamorphosed rocks from the continental margin occur in the Piedmont and Blue Ridge provinces.

Two hundred million years of weathering and erosion have taken their toll on the Appalachians and upon the folded and faulted structures of the Ridge and Valley. Thousands of feet of strata have been removed from the valleys (slightly less from the ridges) and have been delivered to the Gulf of Mexico by rivers like the Tennessee. Chemical weathering of valley limestone and dolostone units have resulted in structural irregularities, such as deep vertical slots, and solution enhanced porosity of the underlying rock. These structural irregularities are commonly called

Floyd County Impound and Shooting Range Project No. 01-265007 3

“karst” geology. In this geology, the crests of anticlinal, or convex, folds have been breached by erosion to expose the oldest Cambrian strata. Younger rocks dating from the Pennsylvanian period are still preserved in down-folded synclines, or concave folds, like those that form Lookout and Pigeon mountains. If ever deposited, the Permian strata have been removed altogether.

FIELD EXPLORATION

Scope

The field exploration to evaluate the engineering characteristics of the foundation materials included a reconnaissance of the project site, drilling the test borings, performing standard penetration tests, and recovering split barrel samples. The depth to groundwater was recorded in each test boring during drilling.

A total eight (8) test locations were drilled to depths ranging from six (6) feet to twenty (20) feet below the existing ground surface. Offset borings for refusal confirmation were performed at six (6) of the test locations. They were made in the locations determined by Ahlberg Engineering. The field tests were located in the field by the AEI Engineers utilizing normal taping procedures. They are presumed to be accurate to within a few feet. The locations are shown on the accompanying Boring Location Plan.

After completion of the field testing, the excavations were backfilled with excavated soil.

Drilling and Sampling Procedures

A drilling rig equipped with a rotary head made the test borings. Hollow-stem augers were used to advance the holes. Representative samples were obtained employing split-barrel sampling procedures in general accordance with the procedures for “Penetration Test and Split-Barrel Sampling of Soils” (ASTM D 1586).

All of the samples recovered were identified and evaluated by the Geotechnical Engineer.

Field Tests and Measurements

Penetration Tests - During the soil boring procedure, standard penetration tests (SPT) were performed at pre-determined intervals to obtain the standard penetration value of the soil. The standard penetration value (N) is defined as the number of blows of a 140-pound hammer, falling thirty (30) inches, required to advance the split-barrel sampler one (1) foot into the soil.

The sampler is lowered to the bottom of the previously cleaned drill hole and advanced by blows from the hammer. The number of blows is recorded for each of three (3) successive increments of six (6) inches penetration.

The "N" value is obtained by adding the second and third incremental numbers. The results of the standard penetration test are shown on the Boring Logs and indicate the relative density of cohesionless soils and comparative consistency of cohesive soils, and thereby provide a basis for estimating the relative strength and compressibility of the soil profile components.

Water Level Measurements - Water level measurements were taken during the test boring operations and 24 hours after. They are noted on the test boring logs presented in the Appendix.

Floyd County Impound and Shooting Range Project No. 01-265007 4

Ground Surface Elevations - The elevation of the ground surface shown on each test boring log was estimated by interpolation from a two (2) foot interval topographic map furnished by Higgins & Burns on Sheet C301 dated 1/26/26 and is presumably accurate to within one (1) foot.

SUBSURFACE CONDITIONS

General

The types of foundation bearing materials encountered in the test borings have been visually classified. They are described on the boring logs. The results of the field tests and water level observations are presented on the boring logs.

Representative samples of the soils were placed in sample jars. They are now stored in the laboratory for further analysis if desired. Unless notified to the contrary, all samples will be disposed of after sixty (60) days.

Soil Conditions

TOPSOIL – Topsoil was encountered in all of the borings. The topsoil thickness ranged from two (2) to six (6) inches.

FILL SOILS – Fill soils were encountered in Borings B-3 and B-4 which are located in a suspected septic field. The fill material consisted of brown and tan clayey sands with organics, and brown clayey sands with organics. The standard penetration test values measured in the fill soils were both three (3) indicating material which is poorly compacted.

RESIDUAL SOILS – Residual soils were encountered beneath the topsoil or fill materials in all of the borings. The fine grained residual soils consisted primarily of tan sandy clays. The standard penetration values in these soils were seven (7) indicating material which is firm in consistency.

The coarse grained residual soils consist primarily of tan and black clayey sands; tan clayey sands; tan and gray clayey sands; gray and brown clayey sands with rock fragments; tan and gray clayey sands with rock fragments; and gray clayey sands with rock fragments.
