About this file
This is a Frequently Asked Questions document issued by Palm Beach County Water Utilities Department (PBCWUD) for Project No. 26-014R, which addresses the Western Region Wastewater Treatment Facility Phase 2 Electrical Building & Resiliency Improvements Progressive Design-Build project in Florida. The document clarifies revisions made to the Request for Proposals, including the addition of a PowerPoint presentation of electrical components based on a previously developed Basis of Design Report. Prospective bidders who submitted proposals under the original RFP may resubmit identical proposals with updated project numbers and re-signed documentation. The County has conducted extensive outreach to attract qualified firms and will evaluate all proposals received according to County procurement code procedures, even if fewer than three proposals are submitted.
The project is grant-funded, which eliminates affirmative procurement initiatives and small business enterprise percentage requirements. All prospective bidders, including those who participated in the original RFP, must resubmit plan holder requests as the revised RFP is considered a new solicitation. Documentation from the original RFP is available upon request through the plan holder request process. No additional details regarding pricing terms, contract term length, specific award dates, or funding amounts are provided in this FAQ document.

Western Region Wastewater Treatment Facility Phase 2 Electrical Building & Resiliency Improvements Progressive Design-Build
PBCWUD Project No. 26-014R
Frequently Asked Questions (FAQ)
Q1 – What changes were made in the RFP compared with the original RFP?
Everything is the same except a PPT of electrical components was added. The PPT was based on a BODR developed earlier for this project.
Q2 –Can I resubmit the same proposal?
The same proposal may be submitted, however please change the project number to
26-014R and re-sign and re-date all required documents.
Q3 – How does SBE percent get calculated?
This project is grant funded so no affirmative procurement initiatives (APIs) are required.
Q4-Will you cancel this RFP again if you receive less than 3 proposals?
Palm Beach County has done extensive outreach to attract potential firms. If the above scenario happens, County will evaluate all proposals and make a decision per the County procurement code.
Q5-Do I need to resubmit plan holder request if I already did it in the original RFP?
Yes. This is a new RFP.
Q6. Can I request the information that was sent out in the original RFP?
Please submit a plan holder request and the documents will be provided.
