Summary of Prospect Park Tennis House Reconstruction Specification Book
This is a specification document for the Prospect Park Tennis House Reconstruction project administered by the City of New York Parks Department. The project encompasses structural repairs and maintenance of a historic building facade, including repointing joints, adding dutchman repairs, patching stone, and pinning cracked masonry units. Additional work includes masonry cleaning to remove oil and ferrous stains, restoration of existing mosaic and terrazzo flooring, and treatment of ADA railings. Specific line items include mobilization work (Item 1), construction signage (Item 2), drain dome replacement (Item 5), masonry cleaning for limestone, granite, brick, ferrous stains, and oil stains (Items 6-10), masonry pointing for limestone, granite, and brick with lead joint covers (Items 11-14), stone masonry restoration including unit removal and reinstallation, crack pinning, dutchman repairs, and patch repairs (Items 15-19 and 25), new metal railings and posts with gate reset (Items 20-23), and joint sealants (Item 24). The project requires extensive mock-ups, testing, and Architect approval throughout execution, with documented pre-construction meetings and on-site observation requirements.
Qualified bidders must demonstrate experience with a minimum of three similar historic preservation projects completed within the past ten years involving buildings designated as landmarks by the New York City Landmarks Preservation Commission, other local governmental authorities, the National Register of Historic Places, or State Registers of Historic Places. Additionally, contractors must have completed at least five historic preservation projects of $500,000 or more for the City of New York or State of New York within New York City limits, with specific prior experience in historic tile, stone, and terrazzo restoration. Mobilization costs are capped at six percent of the total contract bid price (or four percent if performance and payment bonds are not required). Masonry pointing and cleaning work are measured as lump sum items, while restoration work is measured by unit count or linear footage as applicable. Payment for mobilization is due upon completion of ten percent of contract work, and construction sign payments are made fifty percent upon installation and fifty percent at substantial completion. Environmental conditions restrict work when temperatures fall below 40 degrees Fahrenheit or exceed 100 degrees Fahrenheit, and specific protection requirements apply regarding silica dust exposure and water runoff management.
