About this file
This is an Asbestos Abatement Design specification document prepared by A-C-T Environmental & Infrastructure for the City of Lakeland's Facilities Maintenance Division regarding Fire Station #4 located at 215 N. Brunnell Parkway, Lakeland, Florida. The design addresses the removal of asbestos-containing joint compound found in the kitchen and day room wallboard systems, with approximately 400-500 square feet of wallboard containing 2% chrysotile asbestos currently in good condition. The project requires full compliance with Florida Administrative Code Chapter 62-257, OSHA Asbestos Standards (29 CFR 1926.1101), EPA NESHAP regulations (40 CFR Part 61, Subpart M), and Florida Statutes Chapter 469. The work scope includes removal of the asbestos-containing joint compound along with wallboard, tape, and associated fasteners, with all debris to be containerized in labeled, leakproof packaging and transported by licensed haulers to approved asbestos landfills. Critical containment measures include establishing regulated work areas with warning signage, installing two layers of 6-mil polyethylene barriers, implementing negative pressure containment with HEPA filtration providing minimum 4 air changes per hour, and conducting continuous pressure monitoring to prevent visible emissions.
The specification mandates wet removal methods exclusively, with dry removal prohibited, and requires workers to hold valid asbestos training certifications and wear minimum P100 respirators or PAPRs with disposable Tyvek protective suits. Air monitoring during work includes OSHA personal exposure monitoring and contractor compliance monitoring, with clearance sampling to be performed by an independent consultant using PCM criteria of 0.01 fibers/cc or aggressive TEM analysis as specified. Project closeout deliverables include waste shipment records, daily logs, air monitoring data, and notification confirmation to be furnished to the City. The document was submitted on April 29, 2026, and no specific contract value, award date, or project completion timeline is identified in the design specification itself, though the related contract opportunity indicates proposal submissions were due September 2, 2026.

• Florida Statutes:
o Chapter 469 – Asbestos Removal and Licensing
• FDOT / Local Air Program Requirements (if applicable)
3.0 Scope of Work
The joint compound associated with the wallboard system in the kitchen and day room was found to contain 2% chrysotile asbestos. Approximately 400-500 square feet of wallboard is present in the proposed renovation area and is currently in good condition. Removal includes asbestos-containing joint compound as well as the wallboard, tape, and associated fasteners.
All Category II non‑friable ACM that becomes friable during removal shall be managed as regulated ACM in accordance with Chapter 62‑257 and NESHAP requirements.
4.0 Work Area Preparation
4.1 Regulated Area
• Establish a regulated area per OSHA
• Post warning signs:
DANGER: ASBESTOS – CANCER AND LUNG DISEASE HAZARD
4.2 Utilities
• Shut down HVAC systems in the work area
• Seal vents with 6-mil poly
4.3 Critical Barriers
• Install two layers of 6-mil polyethylene over:
o Doors o Floors o Windows
Full critical containment with 6‑mil poly and negative pressure (>0.02 in. WC) is required through HEPA filtered negative air machines providing a minimum of 4 air changes per hour.
The contractor should monitor the pressure differential with a continuous pressure monitor.
Containment must prevent visible emissions in accordance with NESHAP and FDEP enforcement guidelines.
In event of a containment breach:
• Stop work immediately
• Evacuate non-essential personnel
• Repair containment
• Perform cleanup
• Notify appropriate authorities if required
5.0 Work Practices
Wet methods must be used. Dry removal is prohibited. Wallboard containing the ACM joint compound shall be removed intact when feasible. All debris must be containerized in labeled, leak‑tight packaging consistent with FDEP and NESHAP requirements.
6.0 Worker Protection
Workers must hold valid asbestos training and follow OSHA 29 CFR 1926.1101.
Workers shall wear:
• Respiratory Protection:
o Half-mask or full-face respirators (minimum P100 filters) o Upgrade to PAPRs if required by exposure levels
• Protective Clothing:
o Disposable Tyvek suits o Gloves
7.0 Air Monitoring
7.1 During Work
• OSHA personal exposure monitoring
• Contractor compliance monitoring
7.2 Clearance Sampling
Performed by an independent consultant:
• PCM clearance criteria: ≤ 0.01 fibers/cc
• Or aggressive TEM if specified
• Visual inspection required prior to sampling
8.0 Waste Handling & Disposal
• Bag ACM in 6-mil labeled asbestos waste bags
• Double-bagging required
• Label per OSHA and DOT requirements
Transport:
• Use licensed hauler
• Maintain waste shipment records (WSR)
Disposal:
• Deliver to approved asbestos landfill following FDEP requirements and 40 CFR 61.150.
9.0 Cleanup Procedures
• HEPA vacuum all surfaces
• Wet wipe all surfaces
• Repeat until no visible debris remains
10.0 Project Closeout
