About this file

This document is a Justification for Other than Full and Open Competition (JOFOC) for a sole source purchase order to INFOR (US), INC. to provide annual software maintenance and support for the Infor/Lawson applications used by the National Institutes of Health (NIH) Clinical Center.

The purchase order is expected to exceed the simplified acquisition threshold but not exceed $750,000. INFOR (US), INC. is identified as the only known source for the required maintenance and support, as the Infor/Lawson software and related services are proprietary. Continued use of the system without maintenance and support will negatively impact the Materials Management and Environmental Services Department's ability to support the NIH Clinical Center. The NIH has previously purchased similar services from INFOR (US), INC. at comparable pricing, which is deemed fair and reasonable. A notice of intent to award a sole source purchase order to INFOR (US), INC. has been posted, and interested parties may submit comments by November 1, 2024.
