LED Conversion at Westside Community Services Building (WCSB), Fire Station 1 (FS1), and Fleet Maintenance Facility (Fleet)

1. Should the lights in the Community Room at WCSB be dimmable?
Yes
2. Is the light count in the scope docs accurate?
Yes, to the best of our knowledge and based on a facility assessment completed in 2024. The contractor with the accepted bid will be required to verify lighting counts and review with the Facility Manager before ordering.
3. Can you provide a fixture schedule for all three buildings for internal lights and external lights for the alternate bids?
Yes, see the provided “LED Fixture Schedule 2025” attachment.
4. Should certain working hours be considered?
Yes, normal working hours should be anytime between the hours of 6:00 a.m. and 5:00 p.m. Monday through Friday.
5. Will workers need a background check clearance to work in the police area at WCSB?
Yes, Workers will be required to have background checks and fingerprinting to work in police sections.
6. How are external lights controlled at WCSB?
The WCSB exterior lights are controlled by one photo eye that is located on the police station’s side.
7. Can a lift be used on the flooring for the indoor lights?
Yes, in all areas
8. Are color-changing lights needed for external lights? If so, what colors are preferred?
Yes – Blue, Red, Orange, Purple
9. What is the light count for external lights at each building?
FS1 – 30 exterior lights (including flagpole lights) Fleet – 0
WSCB – 43
10.Will the LED lights at FS1 need to be retrofitted?
New fixtures for FS1, except the flagpole lights and rooftop parking lot light will be retrofitted.
11.Will the halogen lights at the FS1 garage need to be replaced?
Yes, Replace with LED fixtures
12.Will the two switches in the bunk room upstairs at FS1 need to be replaced?
No, keep as the same, just replace the lighting fixtures
13.Will the four pendant lights in the dining room at FS1 be included for conversion?
Yes
14.Will the flagpole lights at FS1 need to be included in the project?

15. Is the one light on the roof at FS1 included in the project?

20. It appears the FS1 drawings are missing from the bid package. There are 2 drawings labeled “Fire Station 1 Lighting Floor plan”, but they are for the Community service building basement.
This has been fixed. I added fire station 1 and the 2nd floor to WSCB.
21. Are the recommendations for either retrofitting or replacing the existing lighting fixtures left to the discretion of the bidder?
No, we would like the WSCB to be a direct retrofit with type B. FS1 and Fleet should be new fixtures.
Except for FS1 flagpole lights, and roof parking lot light will be retrofitted.
22. The overall project includes 1,047 lights spread across six initiatives. Since these projects are scheduled across different years and funding mechanisms, a bidder must understand the precise scope of work for this specific bid:
Four projects (totaling 941 lights) are already included in the 2025 Capital Improvement Plan (CIP).
These include replacements of fluorescent lighting (282 lights, 80 lights, 555 lights) and exterior CFLs (24 lights).
One project (93 lights) is scheduled for CIP 2027/2028.
One project (13 basement lights) is noted under the BM Fund (26/27).
Could you clarify whether this bid encompasses only the immediate 2025 CIP projects or the entire 1,047-unit portfolio?
The project is part of the 2025 CIP phase encompassing the three City facilities (WSCB, Fire Station 1, and Fleet Maintenance facility). The initial four projects was changed to 3 projects (location).
23. The physical locations for each specific light replacement project include:

24. During the walk-through last week, I asked if we are bidding based on the "Energy Audit Master," and you confirmed that we are. If awarded, the selected bidder will return for a more detailed assessment. Is this still the case?
Yes, once awarded the bidder can return for a more detailed assessment as to the energy usage and efficiency.
25. Are there any specifications or information available for the existing lighting being replaced? This includes information on fluorescent lamps, exterior CFLs, and metal halide lamps. To select the correct LED alternatives and determine the complexity of the installation (especially if a retrofit is required), we typically need more information, such as the total number of lamps per fixture and the types of lamps (T5, T8, T12, etc.).
Information on the number of lighting and types can be found in the attached “LED Fixture Schedule 2025” attachment.
26. Has a decision been made regarding the provision of new exterior LED fixtures for the flagpoles?
The flagpole lights will be retrofitted.
27. Is there a specific utility kWh rate we should use when calculating our energy savings, ROI, and simple payback for the project?
Information on kWh rate can be found in the attached “LED Fixture Schedule 2025” attachment.
28.We have reviewed all of the documents that were shared in the initial Zip file, and we completed the walkthrough last week.
We're hoping that there is an additional level of detail that is available for each facility.
This graphic outlines the Quantities of fixtures:
The Lighting Plans outline the placement of those fixtures.
None of the documents define the types of fixtures that are in each facility.
As an example, there is undoubtedly a wide range of different types of fixtures found with the 282 total fixtures at Fire Station #1.
Might your Facilities or Construction groups have a listing of the types of fixtures and the specific quantities of each?
