About this file
This is Addendum No. 3 to RFP #25-26-32 for the Affordable Homeownership Development Project issued by the City of Greenville, North Carolina. The addendum identifies 18 city-owned buildable lots available for residential development within the West Greenville revitalization area, ranging from 0.12 to 0.33 acres and primarily zoned R6 for residential use, with one parcel zoned CDF. The project seeks qualified for-profit and nonprofit developers and builders to construct affordable, sustainable, and energy-efficient single-family homes for households earning up to 120% of Area Median Income (AMI), with at least 60% of homes sold to households earning 80% AMI or less. The mandatory pre-proposal meeting was held January 27, 2026, with proposal responses due February 13, 2026, at 9:00 AM EST. The contract term is set for a maximum of twelve months with an anticipated notice to proceed during the week of April 13, 2026. Proposals are limited to twenty pages excluding cover letters and appendices and will be evaluated on a 100-point scale considering developer experience, financial feasibility, project design, marketing plan, project timeline, affordability compliance, local hiring initiatives, and references.
All proposers must register as city vendors and ensure subcontractors are registered prior to contract award. Developers must comply with the City's Minority and Women Business Enterprise (MWBE) program with aspirational goals of 4% Minority Business Enterprise (MBE) and 4% Women Business Enterprise (WBE) participation. All vendors must maintain commercial general liability insurance of at least $1,000,000 per occurrence, comply with e-Verify requirements, and adhere to Title VI nondiscrimination provisions. Parcel sizes listed are approximate, and proposers are responsible for independent verification of all property information. All properties are subject to existing zoning requirements, City ordinances, and development review processes. The City reserves the right to reject any or all proposals and to negotiate contract terms with selected developers.
