About this file

This document is an Addendum to Request for Proposal (RFP) #25-23, "Wrecker Services - Annual Contract" issued by the Henry County Board of Commissioners in Georgia. The RFP is seeking proposals from qualified contractors to provide wrecker-related services on an as-needed basis for the North and South areas of Henry County, excluding Interstate I-75 and its on/off ramps. The addendum addresses several questions raised by potential bidders, including the elimination of the emergency light permit requirement, payment type preferences, rate caps, and cancellation policies. It also provides details on the required equipment, personnel, and background check requirements for contractor employees. The due date for proposals remains November 5, 2024.

The addendum includes an updated fee schedule detailing the allowable rates for various wrecker and towing services, including basic tows, additional services, extraordinary services, and storage fees. The fee schedule also outlines administrative fees and notification requirements. The contract will be awarded to one or more qualified contractors, and Henry County will not be charged administration fees for any county vehicles. The contract term is not specified in the provided information.

1. Question: In section 7, it is mentioned that every wrecker service should have an emergency light permit although emergency light permits are no longer in Georgia and were abolished in January 2024 see attached.

Answer: No emergency light permit is needed

2. Question: Is the county requiring us to take checks as per in section 5D personal checks company checks or any kind of checks are we required to take them?

Answer: No, payment type is per vendor preference

3. Question: Are the rate caps set by the county the same across the board meaning southside/northside and I75 or are the rates only mandated for southside northside

Answer: Yes

4. Question: As far as cancelling calls when a wrecker is dispatched to a impound, and then the customer is allowed to obtain insurance, can the wrecker then charge the customer for coming out to the event seen us at the time of the call the customer did have insurance pursuit to Ga. law at the time the vehicle was stopped

Answer: No. Wrecker service cannot charge the driver for a call if no actual towing or impoundment occurred, and the vehicle had valid insurance. The towing service must release the vehicle without imposing any charges under these circumstances.

Answer: Please refer to page 13, Appendix A: Contract Compliance Requirements
