About this file
This document is a Request for Qualifications (RFQ) from Seattle Public Utilities for phased Critical Water System Seismic Engineering and Planning Services, identified as RFQ 25-092-S. The solicitation seeks a consultant team to perform seismic and structural engineering assessments targeting vulnerable facilities identified in SPU's 2018 Water System Seismic Study. Initial studies may include evaluations of the Cedar Control Works Building & Surge Tanks, Cedar River Pipelines at MLK slide area, and a Distribution System Seismic Isolation Study. SPU intends to execute a 5-year phased contract with an estimated work value ranging from $3 to $5 million. The pre-submittal conference is scheduled for 10/08/25 from 9-10 AM, with a deadline for questions on 10/14 at 1 PM and proposal submissions due on 11/04 at 1 PM.
The proposal will be evaluated on a 100-point scale, with points allocated across qualifications (30 points), approach to work (20 points), organization structure and capacity (10 points), similar projects/experience (30 points), and a Women and Minority Business Enterprise (WMBE) Inclusion Plan (10 points). The WMBE component requires bidders to demonstrate commitment to including firms that are at least 51% women and/or minority owned, with aspirational goals and an expectation of good faith efforts. Additional resources are available through Tabor 100 and Business Impact Northwest to assist companies interested in contracting with the City of Seattle. Consultants are encouraged to network and find potential team members through the OpenGov procurement portal.

Presenter Notes Presentation Notes The inclusion of women- and minority-owned businesses (WMBEs) is a top priority for the City.
WMBE Inclusion Plan
Presenter Notes Presentation Notes
The aspirational goal is the total percentage anticipated by the Prime to spend with WMBE firm(s) out of the total contract spend.
We expect to see WMBE subs on core functions of the work to provide the best good faith effort that they will have substantive participation on the project.
Under past performance, Primes should demonstrate the strategic model they have for integrating WMBE firms.
The Inclusion Strategies section should demonstrate responsible, sincere, good faith efforts to develop meaningful and realistic strategies to reach aspirational goals
