About this file
This document is a Solicitation Questions and Responses file from the Seattle Public Utilities (SPU) Contracts & Procurement Division for Solicitation Number 25-092-S, specifically seeking Phased Critical Water System Seismic Engineering & Planning Services. The solicitation involves consulting services for seismic engineering and planning, with questions submitted during a pre-submittal meeting and through the city's procurement portal. The document indicates that the deadline for submitting questions is 10/14/2025, and responses were updated on 10/08/2025.
The document reveals key details about the solicitation, including SPU's willingness to extend the acceptable timeframe for similar project experience from 5 to 8 years, which will be formalized in Addendum #2. SPU will not provide facility reports or as-built drawings prior to contract award, citing protection of sensitive information. The agency does not anticipate federal funding for this contract and has clarified that the solicitation response criteria are not focused on individual facilities. A 2018 study related to the project is referenced and available via a provided link and in Addendum #1.

# Bidder Question SPU Response 1 Where can I find a copy of the 2018 study that was completed pertaining to this work?
Here is the link to the study: Seismic Planning - Utilities | seattle.gov This is also available in Addendum #1.
2 Is it possible for you to send us the facility reports and as-built drawings to help us in assembling our RFQ?
As much as providing access to these documents may help with your submittal, we will not provide access to these documents for reasons below:
1) likely not needed for the solicitation response, since response criteria was not requested to be individual facility focused
2) some of this information is considered protected and we will coordinate access with the awarded firm once under contract
3 Would SPU consider extending the acceptable time frame for similar projects/experience to eight years? This would allow teams to prepare submittals that more comprehensively represent the experience, expertise, and work executed by a small business over a longer timeframe.
Yes, we can extend the time frame to 8 years from 5 years for this criterion. I will release Addendum #2 before the end of the week.
4 In July, the US Department of Justice issued a memo which defined and provided guidance on "unlawful discrimination" under EO 14173. Does SPU have any guidance on if Federal funding may be used for the projects under this contract? If Federal funding may be used, will SPU be providing guidance to proposers on how to comply with the the July issued memo?
We do not anticipate any Federal Funding for this contract.
