This document is a proposal from Transportation Research Center Inc. (TRC Inc.) to the Ohio Department of Transportation (ODOT) for calibration and correlation services of two single-sided skid systems. The proposal is dated January 17, 2024, with TRC Inc. located in East Liberty, Ohio, and is addressed to Dan Radanovich at ODOT's Columbus office. TRC Inc. is registered to ISO 9001 Quality and ISO 14001 Environmental Standards and will serve as the testing contractor for this project.

The proposal outlines a two-year contract for initial and second skid system calibration and correlation, with a total contract value of $26,500. The services include dynamic correlation of skid systems using ASTM test procedures, involving arrival correlation at 40 mph with an ASTM E501 tire and departure correlation at 20, 40, and 60 mph with both E501 and E524 tires. Pricing includes $14,500 for the initial calibration, $10,000 for the second calibration (with a reduced rate for simultaneous testing), and $2,000 for potential unbudgeted support. The contract is valid from March 1, 2024, to February 28, 2026, with testing anticipated to begin in Spring 2024. January 17, 2024

Mr. Dan Radanovich Ohio Department of Transportation 1980 West Broad Street Columbus, Ohio 43223

Dear Mr. Radanovich:

Thank you for contacting Transportation Research Center Inc. (TRC Inc.) regarding calibration and correlation of the Ohio DOT E274 Skid Systems to the current ASTM Test Procedures. TRC Inc. is pleased to provide the following pricing to Ohio DOT (hereafter referred to as Client) to perform this work for the two-year contract:

Description Expected Quantity

Unit of Measure Rate Extended Price

Initial Skid System Calibration and Correlation 1 Each $ 14,500.00 $ 14,500.00

Second Skid System Calibration and Correlation* 1 Each $ 10,000.00* $ 10,000.00

Unbudgeted Support (Estimated, T&M) TBD T&M $ 2,000.00 $ 2,000.00 Total $ 26,500.00

*Reduced pricing is based on both skid systems being calibrated and correlated at the same time.

Above pricing is based on 40 mph only arrival correlation with rib tire only. Departure correlation will be at 20, 40, and 60 mph with both the E501 ribbed tire and the E524 smooth tire.

TRC Inc. will provide, upon request, estimated costs for any specific services required and will not proceed without your approval. It is recommended to add approximately $1,000 per system.

If unbudgeted support were to be needed, the following rates will apply:

SCHEDULE

Testing is not yet scheduled, but is anticipated to begin Spring of 2024. The typical calibration/correlation of a single-sided system with two departure correlations requires three to four work days, but possible weather, equipment, and calibration delays can add time. It is expected that both ODOT systems will be calibrated/correlated at the same time for these rates to apply.

If you have any questions in the meantime, please contact me. If I am not available, please contact Mike Bilbee (BilbeeM@trcpg.com), Senior Test Engineer, Road Performance Evaluation. We request that you refer to TRC Inc. Quote Number 241058 in any correspondence regarding the correlation program discussed.
