Taxiway S Select Panel Reconstruction

Current Situation/Background Information

• Taxiway Sierra is the main North-South taxiway for DHL cargo heading to 9-27 for their nighttime operations, and is equally used by commercial and cargo traffic when Runways 18L-36R are actively in use.

• Taxiway Sierra was constructed on filled dirt, and overtime has experience geotechnical settling in the pavement subgrade due to the increase in weights and number of aircraft utilizing this section of pavement. This has been a reoccurring issue through all areas of Taxiway Sierra.

• Airport Operations and Field Maintenance alerted P&D to a ~1,000' stretch of Taxiway Sierra that is showing drastic settling, and is quickly approaching levels of non-compliance with FAA pavement condition requirements.

Project Definition Business Objective: Ensure safety and efficiency runway infrastructure.

Project Justification: Current pavement is quickly reaching FAA non-compliance creating a safety issue and potential FAA discrepancy. Project will correct the existing conditions from the subgrade level up. The current conditions require constant O&M attention to patch until long term repairs can be completed.

Expected Benefits/Product Produced: Reduced O&M costs due to the replacement of the complete pavement structure. Safe taxiway travel for current Taxiway Sierra utilizers.

Fuel performance via Operational Excellence, Ensures Financial Sustainability, Grows Air Service, Leverages Ventures, Partnerships and Collaborations, Creates a customer Centric CVG Brand Experience

Project Approach Field Review and Design in 2024 Quarter 3, with final design completed in Q4 2024. Out for bid in January 2025 with March 2025 board meeting.

Alternatives

• Allow area to continue to settle and risk closure.

• Operationally avoid the area in question, effectively shutting down this portion of the taxiway until panel reconstruction can take place.

Recommendation Fund the entire project for design in 2024, with reconstruction taking place in Q2-Q3 2025.

Contingency (Not Grant Eligible): $236,000.00 Force Labor: $15,000.00 Miscellaneous Costs: $1,000.00
