About this file
The document is a Solicitation for Construction Services for a Standard Low Bid Project issued by the University of Utah, specifically for a landscape project (Project #22913) with a construction cost estimate of $200,000. The project involves removing sod and replacing it with waterwise seed mix and native plants, as well as cleaning up the current native plant area and refreshing ground cover materials. A mandatory pre-bid site meeting is scheduled for August 27, 2025, at 2:00 PM at the 310 Wakara West Parking Lot, with bid documents available on the BidNet Direct website starting August 21, 2025. Contractors must submit electronic bids through the BidNet Direct website by September 3, 2025, at 2:00 PM, with subcontractor lists due by September 4, 2025. The substantial completion date is set at 90 calendar days after the Notice to Proceed.
The project requires a 100% Payment and Performance Bond for bids over $100,000, and contractors must comply with Utah license laws and obtain necessary permits, including a fugitive dust plan from the Utah Division of Air Quality and SWPPP requirements from the Utah Department of Environmental Quality. The project may have potential energy incentives from Rocky Mountain Power and Dominion Energy. The University reserves the right to reject any or all bids and will award the contract to the lowest responsive and responsible bidder. Contractors will be evaluated based on a University Contractor Performance Rating form, which may affect future project awards. The project is tax-exempt, and any bid that is more than 10% lower than the next highest bidder may be required to verify and certify their bid.
