SP4703-18-C-0508, awarded to Applied Research Solutions, Inc.

| Q2: | CLINs 0002, 1002, 2002, 3002, 4002 Travel are identified as Firm Fixed Price. Request consideration to change to cost reimbursable. | |
| A2: | These remain FFP CLINs. All Travel CLINs are based on actual costs incurred. | |
| Q3: | CLINs 0003, 1003, 2003, 3003, 4003 Maintenance are identified as Firm Fixed Price. Request consideration to change to cost reimbursable. | |
| A3: | These remain FFP CLINs. Refer to revised Pricing Sheet. Any assumption for your pricing basis (i.e. Annual subscription based on yearly payment, not monthly), please indicate on the pricing sheet as well as other pricing document referencing these CLINs | |
| Q4: | Which volume shall contain the Small Business Subcontract Plan, if applicable? | |
| A4: | If applicable, include with Past Performance. | |
| Q5: | There are two Small business Subtracting Plan FAR clauses – 52.219-9 and 52.219-9 Alt II. Are offerors to follow Alt II? | |
| A5: | Yes. Both clauses apply and Alt II indicates (c)(1) of the 52.219-9 replaces by Alt II requirement which requires the Contractor to submit a subcontracting plan with their proposal in lieu of upon KO's request. | |
| Q6: | Are offerors to return a complete copy of the solicitation with the representations and certifications completed? If so, please clarify which volume should contain the completed SF1449. | |
| A6: | Yes, please attach completed SF1449 as a separate document. | |
| Q7: | Section I – 252.246-7007, Contractor Counterfeit Electronic Part Detection and Avoidance System – Request removal of this clause as it is not applicable. The effort is for the acquisition of logistic services, not electronic parts. | |
| A7: | Removed clause 252.246-7007. | |
| Q8: | Section I – 252.246-7008, Sources of Electronic Parts – Request removal of this clause as it is not applicable. The effort is for the acquisition is for logistic services, not electronic parts. | |
| A8: | Removed clause 252.246-7008. | |
| Q9: | Section I – Request removal of 52.222-41, 52.222-44, and 52.222-62 as this effort is for executive, administrative, executive services. | |
| A9: | Removed clauses 52.222-41, 52.222-44, and 52.222-62. | |
| Q10: | Section M, Page 35, 52.215-1 Instructions to Offerors – Competitive Acquisition or Alt I. Are offerors to following the instructions contained in 52.215-1 or are we to follow 52.212-1 Instructions to Offerors – Commercial Items when preparing the proposal? | |
| A10: | Please complete 52.212-1. |
| Q11: | Section 2.6 Travel – There is a conflict between the CLIN type and the travel invoice instructions. The travel CLIN is stated as Firm Fixed Price monthly amount. The invoicing instructions state to provide all supporting documentation, etc. which implies a cost reimbursement type. As the RFP states that “precise travel requirements are unavailable”, it is requested that the RFP be amended to provide a “plug” number for travel and change the CLIN type to cost reimbursement. | |
| A11: | Schedule B spreadsheet updated to relect cost reimbursement CLIN to include Government's estimate of not to exceed limit for per year. No need to quote this CLIN. |
| Q12: | Section 2.9 EMS Equipment, Subscriptions, and Maintenance Service Costs – as the list of equipment, subscriptions, and maintenance services is not an all-inclusive listing, (states “…may include, but are not limited to..”), request the CLIN type be changed from Firm Fixed Price to cost-reimbursement and a “plug” number be provided for the RFP. | |
| A12: | PWS statement updated to delete "but are not limited to". Pricing sheet also revised according to PWS update. CLINs remain FFP. | |
| Q13: | Section 3.1.5 Volume II Price indicates the format is “Excel.” As PDF/Word is not listed as a format, would any additional pricing documentation as identified in 3.3.1 be submitted in Excel or may offerors use PDF? | |
| A13: | Pricing proposal including narrative, pricing figures, and other pricing related information can be provided as a PDF or Word document. However, proposed pricing figures using Schedule B Spreadsheet must be submitted in Excel file. Any supporting documents also can be submitted in PDF/Word format. |
| Q14: | Schedule B Excel spreadsheet includes a column for “Proposed Discounted Rate.” As discounting is not addressed in the price proposal section, and discounts typically apply to catalog type items/services, recommend this column be removed. | |
| A14: | Offerors are requested to provide discounted pricing from any commercially available pricing. Indicate N/A if discount does not apply. Refer to updated Schedule B spreadsheet. |
| Q15: | Schedule B Excel spreadsheet has travel and EMS SUB/Maintenance is listed twice. Once within the labor category listing in the labor CLIN and then again listed in its individual CLIN. Will a revised spreadsheet be provided, or may offerors remove the travel and EMS SUB/Maintenance from the labor CLIN? In addition the Material Handler position is missing. | |
| A15: | The lines within Schedule B that are grey are meant to be Totals for that particular CLIN item. For instance, if four different types of labor are quoted, then all four of those labor lines should be totaled together for the grey "TOTAL CLIN - LABOR" line. Eight EMS items totaled together will equal the "TOTAL CLIN - EMS MAINT" line. Travel CLIN/Price/Total are filled in already by the government. | |
| Each offeror is encouraged to enter the labor mix they deem necessary to meet the requirements. | ||
| Q16: | May we use 10 point font for tables? | |
| A16: | A 10-pt. font may be used for graphs and tables. | |
| Q17: | Section 3.1.1 The RFP states “Graphs must be presented in no smaller than a 10-pt. font and should contain a grid that allows values to be read directly from the graph to the same accuracy that a 10 x 10 to the ½ inch grid provides. Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented.” Please explain and perhaps provide an example of how you want the material presented in the response. | |
| A17: | As only electronic offers are accepted, this information is not relevant and is removed from the RFP. Only "Graphs must be presented in no smaller than a 10-pt. font." remains and is relevant. |
