Request for Qualifications For Architectural/Engineering Services
209079 – UWMC ML 4NN/4EE Acute Care Expansion https://university-of-washington.public-portal.us.Workdayspend.com
Submittal Deadline: Friday September 25, 2026, at 3:00 p.m.
University of Washington (UW) through UW Facilities (UWF) is soliciting Statements of Qualifications
(SOQ) from Architectural / Engineering firms to provide design services fora renovation of the 4th floor of the Pacific Tower at the University of Washington Medical Center Montlake campus to create approximately 24 additional medical/surgical acute patient care beds/bays. The project delivery method/form-of-contract is General Contractor Construction Manager (GCCM).
Background: This project is driven by the need to increase the number of acute patient care beds/bays on the UWMC-Montlake campus to support medical care in the region. The North and East wings of the
4th floor of the Pacific Tower encompass 18,500 square feet. The wings were originally designed and constructed as patient care space but were later converted to administrative use. Due to space constraints on the medical campus, UWMC plans to convert these areas back to support acute care capacity.
The conversion of 4NN/4EE to patient care will provide a minimum of 24 acute patient care beds/bays within the existing footprint. The space will be designed to support a flexible, acuity-adaptable care model that enables use across general medical/surgical and post-surgical short-stay populations. This approach allows care delivery to shift in response to changes in patient volume, case mix, and length of stay, without requiring physical modification. The intent is to provide a durable, standardized care environment that aligns with current inpatient standards while maintaining the ability to adapt to evolving clinical practices.
This flexibility supports efficient utilization, and ensures the space remains responsive to ongoing changes in care delivery.
Project Goals:
• Renovate the North and East Wings of the 4th floor of the Pacific Tower to create approximately 24 additional medical/surgical acute patient care beds/bays.
• Ensure patient safety throughout the design and construction of the project.
• Create a welcoming and safe environment for patients, staff, and visitors.
• Design and construct the renovation with thought toward future flexibility for UWMC hospital clinical needs.
• Look for opportunities to address deferred maintenance needs when synergy with the project scope align.
• Minimize disruption to hospital operations, patients, staff, and visitors in the building.
• Design to meet UWMC Facilities and Sustainability Requirements.
Scope of Services: The work of this project will be performed using Lean principles, which may include
Building Information Modeling, Target Value Design, and other Lean approaches. The scope of services shall include:
• Programming and medical planning in collaboration with owner and GCCM
• Development of construction documents, including bid documents
• Permit drawings, assistance/coordination
• Review of equipment and product specifications
• Construction administration services, including, but not limited to, sufficient quality and quantity of inspections to certify the project, review of shop drawings and other submittals, and a CADD/electronic file Record Set of Final As-Built drawings.
• Assistance with GCCM selection, oversight of Mechanical Electrical and Plumbing design
• Structural engineering
• Coordination with the GCCM and early selected subcontractors (per RCW 39.10)
• Coordination with DOH in conjunction with UWMC ML staff.
The University intends to utilize the General Contractor Construction Manager (GC/CM) contracting method for this project, and may also utilize the early selection process for mechanical and electrical subcontractors (EC&MC/CM), as authorized under RCW 39.10.
The selected firm will work under the direction of the Project Delivery Group and will work closely with appropriate University stakeholders including University of Washington Medical Center – Design &
Construction Management.
