About this file
Amendment 002 provides clarification on a Request for Quote (RFQ) for kitchen equipment maintenance and repair services for the Armed Forces Retirement Home in Gulfport, Mississippi. The document details the government's response to two vendor questions, confirming that the solicitation seeks an all-inclusive service agreement covering preventive/routine maintenance, parts procurement/replacement, and service call labor under a hybrid firm-fixed price/labor hour contract. The contract is set aside for small businesses, with a planned performance period starting 05/01/2025, and requires vendors to have an unexpired SAM.gov registration and Unique Entity Identifier.
The amendment outlines three contract line items (CLINs): CLIN 1 for weekly preventative maintenance visits, CLIN 2 for parts procurement/replacement with forecasted costs, and CLIN 3 for a fixed hourly labor rate for service calls. The government indicates flexibility for contract modifications through the Contracting Officer if significant repairs or parts replacement are needed outside the initial maintenance scope, in accordance with Federal Acquisition Regulations. Electronic quotations were due by 10:00am ET on April 17, 2025, to be submitted to purchasing@fiscal.treasury.gov and kaity.eaton@fiscal.treasury.gov.

Amendment 002 Department of the Treasury, Bureau of the Fiscal Service
Division of Procurement
DATE: April 21, 2025
FROM: Kaitlyn Eaton, Contract Specialist
SUBJECT: RFQ: 20342325Q00023 – AFRH-Gulfport Kitchen Equipment Maintenance
Amendment 002
The purposes of this amendment are:
1. To provide answers to vendor submitted questions.
Please find vendor submitted questions below with the Government’s response to the questions.
1. Based on our understanding, it appears the government is seeking an all-inclusive service agreement that would cover both preventive/routine maintenance (PM/RM) and repairs, with all labor and materials included under a single, firm-fixed price for the year. Is this correct?
The Government Response:
Yes, AFRH is looking for a full support commercial kitchen maintenance and repair contractor that provides a preventative maintenance program, parts procurement/replacement and service call labor.
In creating your proposal, AFRH envisioned Contact Line Item 1 (CLIN 1) driving weekly technician visits for preventative maintenance based off manufacturer recommendations and per the PWS.
Next, AFRH envisioned Contract Line Item 2 (CLIN 2) of the proposal estimate as parts procurement/replacement. These cost would be forecasted for budgeting planning.
Lastly, AFRH envisioned Contract Line Item 3 (CLIN 3) of the proposal to outline a fixed hourly labor rate for service calls with an annual forecasted total projection for a proposed amount of hours for unlimited service calls, as needed.
AFRH understands that if cost for repair parts and labor rise, re-assessment or funds contract discussion with the Contracting Officer or office may need to be addressed within the limits of the Federal Acquisition Regulations (FAR) that we follow as a government agency.
2. Would there be an opportunity for the contract to be modified on a case-by-case basis when repairs are needed—particularly if they involve significant parts outside the anticipated maintenance scope?
The Government Response:
Yes, AFRH has managed the approved parts funding across all equipment requirements in partnership/oversight of the contract terms with the contractor that were approved at award or renewals. If increases (potentially exceedance of funds) or a decreases (less utilization of parts approved funds) actions are warranted, discussion between the Contracting Officer and/or COR (within approved authorities as onsite technical rep) could occur through contract modifications as appropriate as authorized by the Federal Acquisition Regulations standards.
