Q1. The powder coat specified is per MIL-PRF-24712B, TYPE I, CLASS 4 FED STD 17038

(GLOSS BLACK) (drawing 55222AC) – Unfortunately there aren’t any approved sources on the QPL that meet this criteria. We can source powder from an approved supplier for MIL-PRF-24712B, TYPE I, CLASS 4 FED STD 27038 (SEMI-GLOSS

BLACK). Would this be an acceptable alternative?

Response: MIL-PRF-24712B, Section 6.3 (Qualification) states “With respect to products requiring qualification, awards will be made only for products which are, at the time of award of contract, qualified for inclusion in Qualified Products List

QPL No. 24712 whether or not such products have actually been so listed by that date.” If the offeror is unable to identify a coating meeting MIL-PRF-24712B, TYPE

I, CLASS 4 FED STD 17038 (GLOSS BLACK) that is qualified for inclusion in

Qualified Products List No. 24712 at the time of proposal, the offeror may propose based on use of a qualified coating meeting MIL-PRF-24712B, TYPE I, CLASS 4

FED STD 27038 (SEMI-GLOSS BLACK). The offeror should note the use of this alternate sheen in their proposal.

Q2. The previous ‘Stack and Rack: Cart and Security Hood’ solicitation specified the following: the powder coating of the Carts. Will this information be included?

Response: All relevant details of the hood construction are included in the current solicitation. The powder coating is specified on the cart drawing, specifically BEP drawing 55222AC sheet 1. It specifies “SURFACE TREATMENT: POWDER

COAT PER MIL-PRF-24712B, TYPE I, CLASS 4, FED STD 17038 (GLOSS

The BEP shall not provide any assistance during deliveries. Are we expected to send an employee to unpack each load of carts (a shipment every 45 days as written), if so do we need to coordinate that they will be there to unload the semi-trailer?

If a fork truck is needed is rental required or would one be provided?
