About this file

This is a Virginia Section 319(h) Nonpoint Source (NPS) Implementation Program application form and finance memorandum template for subrecipient grant awards administered by the Department of Environmental Quality (DEQ). The application package consists of six required tabs and one optional worksheet designed to guide organizations through the proposal development process for NPS implementation projects. Applicants must complete the Application tab to provide basic organizational information and project location details; the Project Partners and Technical Leads tab to document partner roles and responsibilities; the Project Outputs tab to detail BMPs (Best Management Practices) and deliverables; the Project Budget Detail tab to account for both 319(h) grant funds and matching funds; the Water Quality Monitoring Plan tab if applicable; and the Application Checklist and Certification tab upon completion. The program funds projects selected through an annual workplan process, with projects beginning and ending on specified dates determined by the DEQ. Applications are submitted directly to DEQ at NPSGrants@deq.virginia.gov rather than through the state's eVA procurement system.

The application form accommodates federal funding allocations with detailed Oracle coding requirements for tracking costs across multiple budget categories including technical assistance, construction, and water quality monitoring activities. Applicants must document indirect cost rates, match funding sources, and federal UEI numbers for financial tracking purposes. The form includes provisions for modification memoranda to address changes to subrecipient agreements, allowing for additional funding allocations through formal modification processes. All projects must comply with Federal Uniform Grant Guidance cost principles and state and federal procurement regulations. The optional Budget Detail Worksheet provides guidance for determining project eligibility for special funding circumstances and exceptions that may increase available technical assistance funding relative to BMP implementation costs. Organizations with more than seven project partners may request assistance from NPSGrants@deq.virginia.gov to expand partnership documentation capabilities.

Instructions for Use of the DEQ 2027 NPS Implementation RFA Application Form
Application Form consists of seven tabs, of which six must be completed by all Applicants.
Start at Tab 1 and work your way through all 6 tabs sequentially (Tab 1 should be filled out before Tab 2, Tab 2 before Tab 3, etc.). What is entered in one tab may populate information in another.
Look for the cells with red text. These will be the fields you may complete. Fields in black text are meant to be static.
For examples of how to complete Tabs 1-5, see the example tabs highlighted in yellow after Tab 6.
Certain tabs are referenced in the NPS Implementation Program Application Questions (Excel). If you have questions about how to fill out the information please refer to the RFA Instructions (PDF) or contact NPSGrants@deq.virginia.gov.
Tab 1:Application (Required)
The Application provides basic information related to the organization applying for the funds as well as the location and partners involved in the project. The Application tab feeds the remainder of the tabs with information. Please fill out the information requested (generally indicated in red text). Some of the information recorded in Tab 1 will populated for subsequent Tabs. Please note that the Budget Information Section of Tab 1 will be populated based upon information entered in Tab 4: Project Budget Detail and needs no additional information.
Tab 2:Project Partners and Technical Leads (Required)
This tab should be used to provide detailed information about the various partners involved with the project. For each organization with a role in implementing the project, fill in the table on Tab 2 to explain their roles and responsibilities in accomplishing the various elements of the project. Prioritize the partners/technical leads by the amount of time or resources that partner will have invested in the Project. Partners that are highly involved and will spend more time on the project would show up earlier in the list. If you have more than 7 partners/technical leads, please contact NPSGrants@deq.virginia.gov for assistance. See Section III in the RFA Instructions or the Partnerships and Technical Leads section of the Application Questions for additional information.
Tab 3:Project Outputs (Required)
This tab should be used to provide detailed information regarding the outputs and deliverables for the project activities and BMPs that will be installed through the proposed project. Detailed directions can be found on Tab 3 on how to complete the table using the column descriptions provided. Provide an entry for each BMP included in your proposal and project budget. Note, Extent Installed indicates the amount of a designated BMP unit that will be installed. This may be different than the number of BMPs that will be installed; especially when units relate to Linear Feet (of stream exclusion) or acres.
Tab 4:Project Budget Detail (Required)
This tab should be used to provide a detailed account of the manner in which both 319(h) grant requested funds and other funds (e.g., match for non-SWCDs) will be used by budget category. Information should be provided to a level of detail that will allow DEQ reviewers to assess how funds will be used and whether or not the budget items are appropriate in terms of what is allowable by the RFA and the Federal Uniform Grant Guidance, sub-part E Cost Principles (https://www.gpo.gov/fdsys/pkg/CFR-2014-title2-vol1/pdf/CFR-2014-title2-vol1-part200.pdf). If more space is needed for any budget category, add additional rows. Procurement: All Projects that are procuring goods and services should contain a statement that, project sponsors are abiding by the Federal and or State’s procurement regulations.
Tab 4a:Project Budget Detail Worksheet (Optional)
This tab is optional. It is a tool to help Applicants determine if their project qualifies for any of the special circumstances, exceptions, or exemptions outlined in the General Budget Narrative Section in the Application Questions and the linked definitions within it for more details. If you plan to use this worksheet, we recommend first filling in the following information in this order as the potential for additional funding for your project may be dependent on amounts requested from DEQ: 1. Complete "Tab 3-BMP Activity" as information there auto-fills information in "Tab 4-Project Budget." 2. Complete "Section 6: Construction" of "Tab 4-Project Budget" with the cost per BMP and DEQ funds requested section (do not complete the match fields yet as these could change based on worksheet outputs). 3. Total the amount of BMP funding you'll request from DEQ (see cell I113 in "Tab 4-Project Budget"). Use this amount to determine the maximum amount of TA you could request (see cells V24 - AB27 for possible TA:BMP ratios based on the total of BMP funding anticipated). 4. Complete the remaining sections of "Tab 4-Project Budget" with the TA amounts requested from DEQ for each category. 5. Open "Tab 6-WQM" and select "True" or "False" in cell E9. 6. Open "Tab 4a-Project Budget Worksheet" and answer questions in cells A9 - J14 to see what additional TA funding could be added based on exceptions. Look at cell C55 to see the maximum amount of TA funding that could be added to your project's TA categories for all the special conditions that apply to your project. 7. Fill out the anticipated amount from each type of budget special circumstance section that you plan to add to your budget (see cells D44, D48, and D53) to determine the implications of adding those amounts will have on your TA:BMP ratio.
Tab 5:Water Quality Monitoring Plan (Required)
This tab is used to determine whether or not a proposal includes water quality monitoring activities. All Applicants must answer the questions in cells D10 and F10. If you answer "FALSE/NO" to both then the remainder of the form does not need to be filled out. If "TRUE/YES" is answered for either questions in cells D10 or F10 then please fill out the rest of the Water Quality Monitoring Plan form. The Water Quality Monitoring Plan is intended to describe the involvement in water quality monitoring activities that is included in all applications. This form will allow applicants that will include water quality monitoring as a component of the project, either funded with 319h funds or other funds (e.g., match for non-SWCDs) to describe the intentions of the monitoring program.
Tab 6:Application Checklist and Certification (Required)
Please fill out the information requested (generally indicated in red text). Tab 6 should be filled out when you are finished with your entire proposal package.

Tab 4: Project Budget Detail
Description: This tab should be used to provide a detailed account of the manner in which both 319(h) grant requested funds and match funds will be used by budget category.
Instructions: Fill out all cells in red text with as much budget detail as possible. If more space is needed for any budget category, add additional rows. See descriptions under each budget category for more information about what level of detail should be provided for each proposed cost.FFY_xxFFY_xxTotal 319(h)

1. Personnel (Grantee staff salaries or wages) - Describe the staff that will be working on the grant (either 319(h)-funded or match) who are employees of the applicant/grantee. Include the hourly rate, the estimated number of hours for the entire project that will be worked and the % of a full time position that person will work per year. Grant funds for personnel charges should only be for staff within the project sponsors organization and for staff members who are directly involved in the project. This category does not include contractual staff. Use the actual annual salary or hourly wage of project staff to determine expenditures and/or match amounts based on estimated time to be spent working on the project. Staff of Partners should go in either "Contractual" or "Other Direct".Budget Amendment(TA) Fringe$ - 0$ - 0$ - 0

General Comments Regarding Personnel Costs (optional):
[provide comment]
2. Fringe benefits (Grantee staff benefits) - Should include reference as to what is included in this rate, how it is derived, and why it may be different for each staff person. This can include such things as health insurance, retirement benefits, unemployment compensation insurance, social security and medicare, etc. Fringe benefit rates should be charged to the grant/match in relationship to the salaries and percentage of effort committed to the grant.
