About this file

This is a Prime Contractor Response Qualification Form for Solicitation #2027-081, issued by the Minnesota Department of Natural Resources (DNR) for brush mowing and maintenance services on Hunter Walking Trails. The project encompasses approximately 128.4 miles of brush and grass mowing and deadfall clearing on Hunter Walking Trails located in the Park Rapids and Baudette Wildlife areas. Interested contractors must submit responses electronically through the Swift Portal, with no email or faxed responses accepted. Contractors requiring assistance with registration or submission may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. Site visits can be arranged by contacting Project Supervisor Justin Pitt at 218-308-2337. The award will be made to the lowest responsible vendor meeting all specifications and terms and conditions, with the State reserving the right to award items separately, by grouping, or by total as deemed most advantageous.

Bidders must meet three primary qualification requirements to be considered responsible: completion of at least one substantially completed written and verifiable contract since August 1, 2021, for brush mowing of similar scope with a value of $5,000 or greater; absence of any contract defaults or terminations for cause within the last 36 months; and absence of any willful or repeated OSHA safety citations with final orders issued within the last 36 months. Unit pricing must include all labor, materials, tools, transportation, equipment, and applicable taxes necessary for project completion. The State reserves the right to contact references and request additional project information to verify contractor responsibility. Failure to provide complete and accurate information on the qualification form, non-compliance with solicitation requirements, or inability to meet qualification standards will result in bid rejection.
