About this file

This is a GLBA Safeguards Rule Compliance Acknowledgment form for RFP 26-07 Banking Depository Services issued by DCTA (Dallas-Fort Worth International Airport) in Texas. The acknowledgment serves as a mandatory submission requirement for all proposers and must be completed, signed by an authorized officer, and included in the sealed proposal uploaded to PlanetBids by the stated deadline. The form does not count toward the 75-page narrative limit for proposal submissions.

The acknowledgment requires proposing financial institutions to certify compliance with the Gramm-Leach-Bliley Act (GLBA) and the FTC Safeguards Rule (16 CFR Part 314), effective June 9, 2023. Institutions must confirm implementation of ten key requirements: a comprehensive Written Information Security Program (WISP); designation of a qualified Chief Information Security Officer (CISO) reporting annually to the Board; periodic risk assessments; safeguards implementation including access controls, data encryption (minimum TLS 1.2 in transit and AES-256 at rest), and multi-factor authentication; service provider oversight through contractual requirements; a written incident response plan; annual board reporting on WISP status; encryption standards compliance; multi-factor authentication for all personnel accessing customer information; and annual SOC 1 Type II and SOC 2 Type II audits. Proposers must check each compliance box or provide explanations in Section 3 for any partial compliance or pending remediation. The authorized officer's signature attests under penalty of law that all information is accurate and that the institution will maintain compliance throughout the contract term.
