About this file
This is a Procurement Exemption Notice issued by Pierce County Planning and Public Works Department in Washington for the direct purchase of replacement pumps and parts from PumpTech Northwest under a sole source procurement exemption. Pierce County operates Cornell pumps throughout its pump station collection system and requires replacement pumps and parts that match exact specifications for compatibility with existing equipment. The County has determined that only Cornell-manufactured pumps and parts meet the required specifications and that no aftermarket or non-OEM alternatives are compatible. The exemption will remain in place for 24 months from the date of issuance. Entities wishing to protest this procurement exemption must demonstrate authorization from Cornell Pump Company to sell replacement components for sewer or wastewater systems and must submit protests through the OpenGov platform.
The maximum estimated cost for purchases under this exemption is $300,000 over the 24-month period. PumpTech Northwest is designated as the sole authorized distributor for Cornell pumps in the municipal market throughout Washington State, as confirmed by a January 1, 2025 authorization letter from Cornell Pump Company. Cornell Pump Company has explicitly stated that it cannot guarantee products from other vendors are exact replacement pumps or parts and will not warrant non-Cornell manufactured products. Inquiries regarding this procurement exemption should be directed to Andrew Robson at Pierce County Finance Department at (253) 798-7456 or andrew.robson@piercecountywa.gov.

PIERCE COUNTY
2026-PE-193
Procurement Exemption Notice
The Pierce County Planning and Public Works Department intends to purchase replacement pumps and parts from PumpTech Northwest via a sole source procurement exemption. The exemption will be in place for 24 months, and the maximum estimated cost of the purchases is $300,000.
Pierce County uses Cornell pumps in its pump station collection system throughout the County, and replacement pumps and parts must be of matching specifications. The County has determined that only pumps and parts manufactured by Cornell are compatible to replace the existing pumps and components and that no aftermarket or non-OEM pumps or parts meet the required specifications to be compatible.
Due to the considerations identified above, entities who wish to submit a protest must describe how they meet the following minimum requirements:
