GENERAL REQUIREMENTS
VISITING SITES
Before submitting a bid, all Contractors shall familiarize themselves with the sites and understand the expectations of the Owner in terms of plowing, snow blowing/shoveling and salting, parking lot and sidewalk boundaries, expected snow pushing areas, tree lines, retention areas, property lines, etc.
No allowance shall be made on the Contractor’s behalf because of an error or misunderstanding.
Please notify the Owner’s Representative: Ryan Vander Molen (616) 365-2324 prior to inspecting sites if you plan to visit the site on a weekday between 7am-3:45pm. If you visit on a weekday before 7am, or after 3:45pm, or on a weekend, no advance notice is necessary.
PRIOR TO SNOW REMOVAL OPERATIONS
The awarded Contractor shall check each site and note damaged property (i.e. buildings, equipment, light posts, concrete curbs, hydrants, railings, turf, shrubbery, trees, fences, etc.) to avoid future claims.
The Contractor shall stake out sidewalks, fire hydrants, parking lot boundaries, etc. that are not well defined prior to the first snowfall to properly define location and to prevent damages.
4 | P a g e
EQUIPMENT
All bidders must prove possession of, or access to, the adequate equipment before being awarded a contract. Include with your bid a complete inventory and description of the equipment available and which equipment will be left on site. The Owner reserves the right to determine the best location to store equipment on site.
The Owner reserves the right to reject any bid if, in the Owner’s judgment, the equipment owned or leased is inadequate.
The Contractor shall be responsible for arranging supplemental service in case of mechanical breakdown or illness. It shall be the Owner’s prerogative to reject a bid if in the Owner’s opinion the bidder does not satisfy the requirement of supplemental equipment or service.
Contractors are responsible for maintaining their equipment throughout the extent of this contract.
Any damaged or broken equipment shall be repaired in a timely fashion so as to not negatively impact service and/or cause damage to the Owner’s property.
EXPECTATIONS FOR CONTRACTOR’S STAFF
WORKMANSHIP
Operators shall be experienced and exercise sound judgment in placing snow where it will not damage shrubbery or obstruct passageways, entranceways, crosswalks, steps etc. Consultation with the Owner on appropriate placement of snow piles will be required before the start of the contract.
Snow banks shall be allowed to accumulate when there are adequate outlying areas. All open areas shall be plowed neat and smooth with a minimum of windrow drifts resulting from plowing passes.
NOTE: If snow piles accumulate to the point where they are reducing parking spaces or drives, heavy equipment may need to be brought onsite to push snow further back. There should be plenty of space at LNCAM, PGLC to relocate piles; however, at EUN, EUC and EUS and KEC-O, if extreme snow accumulation exists, it may be necessary to truck snow offsite. Snow relocation (whether onsite or offsite) will be handled on an as-needed basis outside the scope of the snow removal contract, and shall be communicated to Kent ISD and approved in writing prior to relocation. The Contractor should make every effort to push snow back as far as practical to make room for subsequent snow.
SUPERVISION
The Contractor’s supervisors shall be fully and adequately trained in the required scope and have supervision sufficient in scope to meet the approval of the Owner and ensure completion of the contractual obligations.
LEGAL/BACKGROUND CHECK
Prior to beginning work, all employees of the Contractor assigned to jobs at the properties, including periodic assignments, must undergo background checks including, but not limited to, a criminal background check by the Michigan State Police. By Michigan law, all K-12 school employees (full time, part time, or under assignment to work regularly and continuously under contract) must have fingerprint-based criminal background checks. This covers both direct employees and contract employees. This can be found in Michigan Compiled Laws 380.1230 and its subsections. The Contractor certifies that employees of the Contractor have the ability to legally work with in the
5 | P a g e
United States as defined by Federal employees consistent with applicable laws.
LIST OF STAFF
The Contractor shall supply the school district with a list of all employees assigned to each site. This list shall be updated within 24 hours as employees are hired or terminated. The Contractor shall supply a list of staff who have worked onsite during the prior month with each monthly invoice submitted. Invoices are subject to being held if all staff listed on monthly invoices have not been cleared through the aforementioned background checks.
EXPECTED BEHAVIOR WHILE WORKING AT THE PROPERTY
i) Contractor’s employees must remain outside buildings and will not be permitted to enter buildings to use restrooms.
ii) Contractor’s employees must not consume alcoholic beverages or use narcotics while on duty nor be under their influence when reporting for duty.
iii) Contractor’s employees must not use tobacco products of any kind anywhere on the property as outlined by law.
iv) Contractor’s employees must not play radios or other sound equipment that can be heard more than 50 feet away so as not to create a nuisance to building occupants, and must turn such devices off if requested by building occupants.
v) Contractor’s employees must not fraternize with, nor unnecessarily disrupt students, school staff, clients, tenants, or visitors to the building.
vi) All lost and found articles of significant value recovered by Contractor’s employees must be immediately reported to the Owner’s Representative, and direction will be given on how to proceed.
LICENSES
The bidder may be required to present any licenses or permits required before being awarded a contract.
RESPONSIBILITY FOR DAMAGES
The Contractor shall be responsible for any damage to a building or other property (i.e. light posts, trees, shrubbery, sod, curbs, pavement, etc.) caused by his/her workers, equipment or vehicles while performing the work indicated in these specifications. Any such damages shall be repaired by the Contractor before final payment is made.

6 | P a g e

INSURANCE REQUIREMENTS
Please see attached sheet. Certification of ability to meet insurance requirements must be provided on the pricing sheet within the bid, and proof of the insurance policy must be provided by the awarded contractor.
CANCELLATION OF CONTRACT/CREDITS FOR MISSED SERVICES

CONDITIONS REQUIRING SNOW/ICE REMOVAL
The Contractor is responsible for snow removal (plowing/snow-blowing/shoveling) from all parking lots, parking lot entrances, ring roads and certain sidewalks/building entrances as designated on attached Site Maps by 5:30 a.m. on school days whenever 1 inch or more of snow has accumulated at the sites. Salt should be applied as necessary to eliminate slippery pavement conditions. As accumulation may vary from site to site, sites should always be evaluated on an individual basis to determine whether snow removal and/or salting is necessary. During heavy snowfalls throughout the school day a best effort should be given for one return trip if accumulation reaches 1 inch. Ice shall not be allowed to build up, particularly on sidewalks and building entrances, and these areas shall be cleared and salted to remove ice (scraped clean if necessary, if temperatures are too low for salt to work effectively). Weekend snow removal and salting, unless otherwise directed, should be at a reduced frequency and can allow for a greater accumulation of snow as long as all areas are cleared and salted by the next scheduled school day. There are no weekend activities as these facilities, and as such, any snow removal or salting completed after 2 pm on a Friday, or on a Saturday or Sunday shall be done in preparation for school resuming the following Monday morning. Any adjustment to Saturday, Sunday and holiday schedules will be at the direction of the Owner. Any adjustment to the schedule based on school closures will be at the direction of the Owner.
The contractor is to call the Owner’s representative and notify them as soon as possible if they are ever unable to meet their contractual snow removal/salting obligations.
