About this file

This document comprises the Technical Specifications Worksheet (Attachment C) and Costs Worksheet (Attachment D) for the City of Minneapolis, City of Saint Paul, and Met Council's RFP for an Electric Vehicle Mobility Network vendor. The procurement seeks a vendor to supply EV charging hardware, management software, maintenance services, and installation support for public charging stations in the public right-of-way. The technical specifications establish requirements across four primary categories: EV charging station equipment, management software and mobile applications, maintenance and support, and electronic payments with financial data management. Equipment specifications require Level 2 charging at minimum 6.7 kW and Level 3 charging at minimum 50 kW, with support for J1772, CCS, and CHAdeMO connectors, with potential conversion to NACS. All hardware must be UL Listed, comply with NEC NFPA 70 Article 625 and FCC Part 15 Class A standards, operate across -30°C to +50°C temperature ranges, be rated NEMA 3R or better for outdoor use, and achieve OCPP 1.6 or later compliance. The management system must support two-way wireless cellular communication, integrate with third-party OCPP-compliant chargers, provide comprehensive reporting and API access, enable RFID card configuration for multiple user groups, and support multi-level tax configuration. The mobile application must be available for iOS and Android, enable full charging session management and payment processing, and integrate with the City of Minneapolis' MPLS Parking Application.

The costs worksheet requests pricing for new equipment, including 2-port Level 2 charging stations and 2-port Level 3 charging stations (with CCS and CHAdeMO/NACS capabilities), along with per-unit delivery fees. Bidders must provide system programming costs, software transition and integration costs, and pricing for work on integrations with other parking management vendor systems. Monthly or periodic operational costs, transaction processing fees, gateway fees, and merchant of record solution fees must be detailed. The vendor must supply comprehensive pricing for spare parts including cables, clips, tensioners, credit card readers, and human-machine interfaces, as well as pricing for service level agreements including dispatch and annual fees. Maintenance and support requirements mandate receipt of service requests via email or management system with ticket generation, completion of damaged equipment repairs within five business days, and completion of major damage repairs within 30 days of notification. The vendor must provide warranty details specifying coverage for hardware and software components and clarify warranty commencement dates.
