About this file

This is a Scope of Work document for a Campus HVAC Preventive Maintenance contract issued by the Massachusetts Department of Youth Services (DYS) for their West facility. The contract covers yearly HVAC preventive maintenance services from October 2026 through June 2027, with three scheduled preventive maintenance (PM) visits: the first due in October 2026, the second in February 2027, and the third major PM to be completed before June 30, 2027. The scope encompasses maintenance of 15 total rooftop and ground-level HVAC units across two building sections, including 8 Trane units and 1 Mitsubishi unit on the new side, and 6 Trane units on the old side. Services include washing and cleaning all air-cooled condensers, cleaning blower wheels and condensate pans, replacing filters with MERV 8-rated high-performance filters, inspecting all electrical and mechanical components, checking refrigeration and heating circuits, cleaning FCU unit drains, and replacing all belts during the June 2027 PM visit. Technicians must provide daily worksheets and complete state vendor sign-in forms, with all work performed at the single-story facility with flat roof and easy access.

Pricing shall be quoted on letterhead with separate material and labor line items, including prevailing wage rates, applicable markups, and total costs, with the prevailing wage sheet provided by the state. Billing should be directed to DYSWestFiscalUnit@Massmail.State.Ma.Us. The quote excludes any additional labor or materials beyond inspections; any repairs or deficiencies identified during PMs require separate quotes and approved purchase orders before completion. Interested contractors may contact Richard Benard at (413) 846-5112 or Richard.benard@mass.gov to view the job site or ask questions, with markup percentage inquiries directed to the OSD contract manager.
