The following language is hereby added to Section 3 of the IFB as a new Subsection K:
K. PROJECT ASSIGNMENT AND QUOTING PROCESS
1. Project Classification and County Discretion: The County reserves the right, at its sole discretion, to determine the assignment method for any project under this contract. This determination will be based on the County’s assessment of project complexity, urgency, and estimated scope of work. No specific dollar thresholds are established; each project will be evaluated on a case-by-case basis.
2. Direct Assignment (Standard T&M): For projects determined by the County to be routine or where the scope is best addressed through ongoing maintenance, the County may directly contact one or more awarded vendors.
• Work shall be performed and billed on a Time and Materials (T&M) basis using the contracted hourly rates and material markups established in the original Bid Form.
• Estimates: At the County’s request, the vendor shall provide a firm-fixed-price estimate built strictly from the contracted T&M rates.
1. Project Modification (sealed bid due date extension)
3. Secondary Competition (Project-Specific Lump Sum): For distinct or large-scale painting projects, the County may elect to solicit competitive quotes from the awarded vendor pool.
• The County will issue a specific Scope of Work (SOW) to one or more awarded vendors.
Vendor(s) will be invited to submit a firm-fixed-price (lump sum) quote for the specific project.
• The submitted lump sum pricing shall be based on labor, materials, and markups that do not exceed the maximum ceiling rates provided in the vendor’s original Bid Form.
Vendors are encouraged to offer discounted pricing for larger projects.
• The County reserves the right to select the vendor that submits the lowest lump sum quote, provided such pricing is consistent with or more favorable than the established T&M rates.
3. Questions and County Responses
Question 1: Will the paint be invoiced separately from the hourly rate?
Response: Yes, materials can be separated from labor costs.
Question 2: How many coats of paint are to be included in the pricing for Unit Pricing for Typical Work( per sq. ft., door count, and linear foot)
One coat will be the minimum, unless a color change is requested, then the contractor will be asked to give recommendations on whether a primer coat is needed or not. New construction, remodel, or repair/replacement work can be priced to include a primer coat as a base bid cost.
Note: A signed acknowledgment of this addendum must be received at the location indicated on the original solicitation either prior to the due date or attached to your submission.
