About this file
This document is a Questions and Answers file for Invitation to Bid (ITB) 2026-031 issued by Calvert County Department of Public Works (DPW) in Maryland for the Newtown Road Stream Restoration Project. The project addresses stream restoration work and associated site improvements, with bid item 7001 specifically addressing the placement of furnished topsoil at varying depths as specified in the project specifications. The document confirms that while a generic asphalt pavement detail is included in the standard general notes for all Calvert County DPW construction documents, no asphalt work is proposed under this contract; however, any incidental damage to existing State Highway Administration (SHA) pavement must be repaired in-kind at no cost to the County. The clear water diversion (CWD) pipe, which diverts base flow around the construction site, may be temporarily removed and reinstalled during dry weather conditions to facilitate stream access from the H.G. Trueman Stream Crossing Entrance (SCE), provided the stream is dry. The project documents include a Stream Restoration Plan and Profile with proposed grading lines tied to existing contours and a cut/fill analysis provided on the Erosion and Sediment Control General Notes plan.
The contractor should be aware that buried sanitary utilities on the site have insufficient cover to support construction equipment, which may impact equipment positioning and construction methodology. Bidders seeking additional clarification on grading parameters or cut/fill analysis may reference the referenced plan sheets, though CADD files were not made available beyond the existing engineering documents. The specific depth requirements for topsoil placement and associated quantities should be calculated based on the specifications provided on Sheet 8 of 13 (EN-03 of 03) of the bid documents.

ITB 2026-031 Newtown Road Stream Restoration Project Questions and Answers
1. General Notes Page, plan sheet GN-02 shows an asphalt detail. Where is the cost for this work to be included on the bid form?
Answer: The detail shown on GN-02 is not a project-specific pavement detail, it is part of the general notes that are included with all Calvert County DPW construction documents. It is a generic detail showing the composition of a pavement section in accordance with SHA specifications. There is no asphalt work proposed with this project, but as noted on TC-01, if incidental damage to the existing SHA pavement occurs then it shall be repaired in-kind at no expense to the County.
2. Bid item 7001: Placing furnished topsoil - any depth. Can a specific depth of 4" or 6" be provided so an accurate quantity of topsoil required may be calculated?”
Answer: Please refer to the specifications found on Sheet 8 of 13 (EN-03 of 03) and pasted below for reference.
3. Does the clear water diversion pipe need to be removed and reinstalled everyday in order to access the stream from the SCE on H.G. Trueman Road?
Answer: The 24” CWD pipe diverts base flow from the stream around the construction site. If the stream is dry, the CWD may be temporarily removed and reinstalled during dry weather for ease of construction from the H.G. Trueman
SCE. As noted on Erosion and Sediment Control Plan (Sheet 11 of 13), the buried sanitary utilities have insufficient cover to support construction equipment.
4. Is it possible to get a grading plan or a stream restoration plan with labelled proposed graded lines? We would like to do a cutfill analysis of the site. We could also use a CADD file if it is available.
Answer: The Stream Restoration Plan & Profile (Sheet 12 of 13) shows the proposed grading lines tying into the existing contours, which are labeled. The engineer has provided a cut/fill analysis on the Erosion and Sediment Control
General Notes plan (Sheet 06 of 13).
