About this file

This file contains construction plans for the Newtown Road Stream Restoration Project, a stream and riparian restoration initiative in Solomons, Maryland, managed by Calvert County. The project scope includes in-stream and riparian restoration work comprising Class 5 excavation (100 cubic yards), select borrow placement (140 cubic yards), boulder placement (440 units), Class I riprap (60 square yards), gabion installation (30 cubic yards of 36-inch gabion), and vegetative establishment including topsoil placement, temporary seeding, mulching, and turfgrass installation (2,200 square yards each). A clear water diversion pipe will be temporarily removed and reinstalled during dry weather to facilitate stream access. The sealed bid solicitation (ITB 2026-031) requires bids due January 8, 2026 at 2:30 p.m., with a mandatory pre-bid meeting and site visit scheduled for December 22, 2025 at 9:00 a.m. at the Mill Creek Conference Room, 150 Main Street, Prince Frederick. Written questions are due December 23, 2025 at 2:30 p.m., and virtual bid opening occurs at 3:00 p.m. on January 8, 2026. Construction is limited to 120 working days from Notice to Proceed, with work hours restricted to 7:00 a.m. to 5:00 p.m., Monday through Friday.

Bidders must demonstrate at least five years of experience in similar stream restoration work and provide three business references for comparable projects. Each bid requires a bid bond or certified check equal to five percent of the bid price. The selected contractor must furnish Labor and Materialmen's Bonds and Performance Bonds each in the amount of one hundred percent of the contract value. Award will be made to the lowest responsible bidder based on price, ability to perform, capacity, skill, character, integrity, reliability, reputation, judgment, experience, efficiency, and quality of previous performance. Contractors must account for buried sanitary utilities with insufficient cover to support construction equipment, which may constrain equipment positioning and methodology. The County reserves the right to award by individual items, in aggregate, or in combination, and to reject any or all bids.
