2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.
DFDG customizes the deliverables to the needs of the project. We work with user groups to understand project requirements and determine deliverables specifically needed for each phase of work. Many projects are straightforward. A simple tenant improvement may only need a permit, whereas a more complex or politically sensitive project may involve more. Designing a new boardroom may need a 3D rendering, or a historic facility without existing drawings may require 3D scanning. Whatever the case, we have the resources to deliver the exact set of communication tools needed each time.
Our previous on-call work with ADOA and other City and County clients has helped us to understand the nature and types of projects you typically need: planning studies, small buildings, renovations, modernizations, expansions, and upgrades. Although some may be routine, many require phased construction to keep adjacent departments operational without disruption to services.
Project Director, Chad Billings, AIA, oversees every project to ensure successful results. In addition to Chad, we have provided within our proposal a variety of project managers and interior designers who can handle any project assigned by ADOA. We will assess each task and ensure that the right personnel with similar experience are in place to handle your project with ease. Each listed member of our team has worked successfully on continuing services contracts for various municipalities and businesses throughout Arizona.
Some of your projects may involve programming space needs. Our professionals are adept at working with municipalities and agencies to program departmental needs and to develop master plans for civic campuses.
DFDG has completed major programming efforts for the cities of Goodyear, Peoria, Glendale, Chandler, Avondale, and agencies such as Maricopa County Superior Courts, Arizona State University, and the Maricopa Community College District.
We work with user groups to understand project requirements and to set priorities to design within budget. This strategy worked well for the Avondale Northwest Public Safety Facility, because budget limitations drove many decisions. By exploring planning options early, we were able to achieve a successful project that combined fully completed spaces with shell space for growth.
One-of-a-kind projects can be complicated and involve systems upgrades, utility relocations, demolitions, ADA improvements, and minor structural upgrades. We encountered similar considerations during the remodel of the Apache Junction Police Department building, recently completed using an annual services contract.
Another ADOA priority may be planning for renovation work while maintaining operations within the facility.
During the construction of the Peoria Courts expansion and renovation, we managed construction noise by scheduling noisy activities during early morning hours and by taking advantage of the court’s downtime.
Understanding the projects and who will provide services is one portion of how we will ensure ADOA’s needs are met. A few strategies we use on all projects to maintain budget, quality, and success.

3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?
DFDG has been engaging in the JOC process with a variety of clients for over 40 years, establishing a proven track record of success. Currently, we are proud to be part of 12 active on-call contracts, with most projects under these agreements delivered through a JOC framework. This process allows owners to select a contractor uniquely qualified for their specific project needs. By leveraging the contractor’s expertise, our design team can focus on critical project details rather than addressing foundational requirements, fostering a collaborative environment. Our approach emphasizes teamwork by integrating insights from the JOC during the design phase and providing swift support for RFIs during construction, when timely responses are essential.
All our projects are developed using Revit, enabling contractors to perform accurate quantity takeoffs and receive real-time updates as the design progresses. This streamlined approach is particularly effective when working with JOCs equipped for digital collaboration. For smaller JOC providers who rely on traditional methods, we ensure accessibility by delivering digital PDF files of the complete set at regular intervals. This allows them to conduct electronic takeoffs and quickly identify updates through overlays, ensuring efficiency and clear communication throughout the process.
The benefit of the DFDG Architecture team is our ability to handle projects from both our Phoenix and Tucson offices. This allows us to easily respond to projects across Arizona.
4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.
Aggressive schedules are a common aspect of our projects. The biggest obstacle to meeting design timelines often isn’t drafting the details but developing solutions that truly address the needs of end users. Our team is highly experienced in collaborating with diverse project stakeholders, including owners, user groups, and contractors, to create designs, cost models, and scheduling strategies that ensure successful project delivery within tight timeframes.
Key factors we’ve identified for successful project execution include:
• Delivering design solutions from a 3D perspective, which are more intuitive for users to understand compared to traditional plans.
• Establishing a clear and mutually agreed-upon schedule, ensuring all stakeholders are aware of and committed to their responsibilities.
• Holding all team members accountable for meeting schedule milestones, ensuring progress remains on track.
• Demonstrating a willingness to go above and beyond when the project requires extra effort to achieve success.
• Our expertise, proactive approach, and commitment to collaboration ensure that we consistently meet the demands of accelerated schedules while delivering high-quality results.
By focusing on these critical needs, we have successfully completed many ADOA projects over the last five years that had design and/or construction funds tied to a fiscal year. Failure to meet the schedule was not an option.

5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.
Our standard response time for design requests, RFIs, and submittals is typically 24-48 hours, ensuring prompt attention to your needs. For more complex inquiries that may impact code compliance or structural integrity, resolution can take up to a week or longer, as we prioritize thorough analysis and accuracy. While we understand the importance of addressing time-sensitive construction issues, we remain committed to upholding the integrity and safety of the building, ensuring all solutions meet the highest standards. Any time we are not able to respond within three days, we are in communication with the Contractor to ensure this will not result in a delay to the project.
6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.
The quality of design and construction documentation is a top priority at DFDG. With our two-tier process, we ensure complete, accurate, and clear drawings and specifications for every project. First, the project manager oversees communication and coordination across the design team, ensuring all members work seamlessly from project initiation to completion. Second, a DFDG principal conducts thorough reviews at key project milestones— schematic design, design development, and construction documents, providing an additional layer of oversight to maintain proper coordination and accuracy in all documents.
Key Elements of DFDG’s Quality Control Process
Comprehensive Kickoff Meetings: At the start of each project, we establish clear procedures, communication protocols, and roles. During these meetings, the client’s goals, quality standards, and timelines are carefully reviewed to align with project objectives.
Centralized Communication: The project manager acts as the primary liaison between the client, DFDG, consultants, contractors, and regulatory agencies, ensuring a streamlined flow of information.
Task Monitoring: The project manager tracks action items from project meetings to ensure timely task completion and thorough incorporation of all required project elements.
Phase-by-Phase Oversight: Every phase is closely monitored for compliance with established goals, ensuring consistency and continuity in the construction documents.
Cost Management: Cost estimates are reviewed collaboratively with contractors for alignment with design concepts. Regular cost monitoring and reporting allow early detection of trends, enabling the client to make informed budget, scope, and design decisions.
Final Review and Back-Check: Once the construction drawings are complete, they are sent to consultants for back-check and coordination. A DFDG project director performs a final, detailed review of all documents, assessing them for accuracy, completeness, adherence to standards, and best practices. This includes verifying dimensions, details, notes, and materials to ensure the highest level of precision before the bidding and construction phases.
DFDG’s structured quality control process reflects our commitment to delivering high-quality documentation and design solutions. With consistent attention to detail and a proactive approach, we ensure our clients receive exceptional results, ready for a seamless transition into construction.

7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract.
As Procure continues to gain momentum within the construction industry, DFDG has proactively partnered with a consulting firm to enhance and optimize our internal processes. This collaboration has resulted in the implementation of a robust system designed to provide detailed and comprehensive project reports. These reports empower our team to efficiently identify new submittals and RFIs, prioritize those requiring immediate attention, and address potential challenges or consultant feedback.
By leveraging this system, we have significantly improved response times, minimized project delays, and ensured that no critical tasks are overlooked. This reflects our commitment to operational efficiency and reinforces our dedication to delivering high-quality outcomes for our clients and partners. Through these improvements, DFDG continues to demonstrate our ability to adapt, innovate, and uphold the highest standards of service within the industry.
8. Does your firm use dimensions on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.
All drawings are fully dimensioned to ensure accuracy and clarity. Contractors are encouraged to reach out for clarification if any specific dimensions appear unclear, eliminating the risk of errors associated with scaling from printed copies. To further streamline the process, we provide drawings in CAD and/or Revit formats, granting the JOC direct access to the original source files.
9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?
Yes
10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?
We strongly recommend utilizing Bluebeam Studio for constructability reviews. This robust platform enables seamless collaboration among all team members, including designers, subconsultants, and contractors, by allowing them to add comments and track responses in real time. One of the platform's standout features is its ability to host a single, live online file that all parties can access, eliminating duplicate comments and ensuring a centralized repository for feedback and resolution tracking. This streamlined approach significantly reduces the risk of missed comments, enabling the owner and Job Order Contracting (JOC) team to efficiently verify that proposed resolutions meet expectations—without the delays associated with waiting for the next printed set of documents.
