About this file

This document is a Request for Qualifications (RFQ) issued by the City of Loveland, Colorado's Water and Power Department for general construction of water transmission and wastewater collection pipeline projects (Bid No. 2025-043). The RFQ seeks to pre-qualify contractors for future water and wastewater pipeline construction projects, with an anticipated contract duration of one year and options to annually renew for up to four additional years. Statements of Qualifications (SOQs) are due electronically by 2:00 p.m. on June 5, 2025, with an anticipated pre-qualified contractor selection date of June 18, 2025. The projects will involve various pipeline construction activities including new pipeline installation, open cut and trenchless installations, dewatering, manhole and vault placement, utility crossings, traffic control, and site restoration.

The City will evaluate contractors based on a comprehensive scoring system with a maximum of 50 points, requiring a minimum score of 40 to be pre-qualified. Evaluation criteria include similar project experience, example project approach, key personnel qualifications, safety record, quality assurance/quality control practices, and overall firm capability. Contractors must demonstrate sufficient bonding capacity, insurance coverage (with specific minimum liability limits), and the ability to self-perform at least 80% of the work. The RFQ includes an example project - the East First Street Wastewater Interceptor Project - which involves approximately 1,500 linear feet of 36-inch diameter PVC wastewater interceptor main, featuring complex installation conditions such as an irrigation canal crossing, limited vertical fall, and multiple utility interactions.

I. INTRODUCTION

The City of Loveland (City) is soliciting SOQ’s from contractors for pre-qualification to participate in bids for various water transmission and wastewater collection pipeline projects, Bid No. 2025-043. Through this Request for

Qualifications (RFQ) process, the City will prepare a list of pre-qualified contractors that the City will allow to bid and/or submit on Construction Manager at Risk (CMaR’s) selections on upcoming transmission and collection pipeline projects.

On future capital improvement projects, the City may choose to only allow contractors pre-qualified through this

RFQ process to bid on or submit on water transmission and wastewater collection pipeline projects for the Water

Division of the City of Loveland.

II. PURPOSE

The purpose of this (RFQ) is to receive and evaluate SOQ’s from contractors to complete various capital improvement projects related to water and wastewater pipeline construction projects. The planned work generally consists of the following:

o New water and wastewater pipeline construction and replacement of old water and wastewater infrastructure o Open cut and trenchless installations of water and wastewater pipeline o Dewatering o Placement of manholes and vaults o Placement of inline valves, fittings, and other necessary appurtenances o Traffic control, surface preparation and restoration o Potholing of other utilities o Concrete removal and replacement o Asphalt paving o Construction of new water and wastewater services or replacement of water and wastewater services o Temporary water service installation o Pressure testing and disinfection o Vacuum testing of manholes o Public coordination and project scheduling o Videoing of existing and installed wastewater collection piping o Site restoration and landscaping o Implementation of diversions and bypass pumping of pipes and structures around affected work areas

The City’s pre-qualified list will be applicable to delivery of future capital improvement water and wastewater pipeline projects for a period of one year with options to annually renew contracts an additional four years. The

City, at its sole discretion, may remove a Contractor from the pre-qualified list of Contractors due to poor performance, safety record, breach of contract, or any other reason identified by the City that in its opinion would disqualify the Contractor. Pre-qualification does not guarantee any amount of work or projects to be assigned.

III. SCOPE OF SERVICES

The Contractor will be expected to perform the following services.

• Management. The Contractor will be required to provide the necessary qualified labor, operators, trades, manpower, and management staff to successfully complete the contracted work components of the project within the allotted contract time, budget, and to the quality dictated by the contract documents.

• Equipment. The Contractor will be required to provide the necessary equipment of size and type to successfully complete construction according to the schedule at the production rates required to meet the completion deadline.

• Permits. The Contractor will be required to obtain all necessary county, city, and state permits and all other permits to facilitate the construction delivery.

• Construction Schedules. The Contractor will be required to provide fully updated construction schedules on a monthly basis, supplemented with weekly “look ahead” (typically three to four week period) schedules during construction to ensure project milestones will be met. If the construction schedule slips, the Contractor will be required to provide immediate recovery plans to ensure the final completion milestone is achieved.

• Site Inspections. The Contractor will be expected to coordinate and communicate daily with the resident engineer and/or City to facilitate project delivery and site/specialty inspections.

• Traffic Control. The Contractor will be responsible for preparing, submitting, and obtaining approval of traffic control plans from the City Public Works Department and, if necessary, Larimer County and

Colorado Department of Transportation. The Contractor shall be responsible for all traffic control.

• Start Up and Testing. The Contractor will be required to perform and coordinate all start up and testing activities for the capital improvement projects including preparation of Method of Procedure

(MOP) documents, scheduling of pre-activity meetings, scheduling all vendor visits, obtaining certificates of proper installation and equipment testing, preparing O&M Manuals, and addressing needs during the project warranty period.

• Self-performance. Provide construction services according to the construction agreement and contract documents including self-performance of a minimum of 80% (excluding trenchless portions of the work) of various work elements inside the contract with their own forces (this requirement excludes equipment).

• Related Work and Incidental Construction. The Contractor may be expected to perform work that is in addition or related to the water or wastewater pipeline work. This may include but is not limited to installation of stormwater pipeline, restoration of streets and pavements, landscape restoration, etc. The contractor may perform these activities or identify subcontractors to perform work for which they may not be qualified.

• Trenchless Subcontractor. During the bidding process select a trenchless subcontractor, possibly from a City prepared shortlist, to complete horizontal directional drill (HDD) work or auger bores (often under major streets or water bodies). The Contractor will ensure the subcontractor conforms to the construction documents and completes the work as indicated in conjunction with the Contractor’s activities. This may be self-performed should the Contractor have the necessary qualifications.

• Site Security. Provide site security and protection during construction. Provide all site safety management and compliance with OSHA standards and criteria. Implement a site safety program that is reported on regularly.

• Field Services. Geotechnical and materials testing will be provided by a third party at the City’s expense. Coordination will be the requirement of the contractor.

• Site Survey Services. The Contractor will be required to survey all pipelines, valve vaults, blow-offs, and other locations to complete the project.

IV. REQUEST FOR QUALIFICATIONS SUBMITTAL REQUIREMENTS

1. General information

• A letter of commitment is required to be considered for water transmission and wastewater collection pipeline projects. Include a letter of commitment from the firm principal outlining the firm’s commitment to be considered for the type of projects described and the ability to perform to the minimum qualifications and schedule outlined in this RFQ. This letter should also state why the

Contractor is uniquely qualified for this work and motivated to work on future City projects.

• Identify the name of the firm, the name and title of the contact person for this proposal, a telephone number, an e-mail address, and a mailing address. Identify any previous names under which your firm operated in the last 10 years, and list the date any such firm was established.

2. Projects

• List five water or wastewater pipeline projects (minimum of two each) completed over the past five years that consist of pipe materials exceeding 12” or larger. Of these, at least one pipeline project should consist of pipe material at least 24” in diameter and, in addition, another project that consisted of pipe material at least 36” in diameter. Include the owner’s name, phone number, contract price, percent complete, completion date, and a brief description of the work. Include the original contract value, the number of change orders, and the final contract value, if known. Describe the value that the firm brought to the project. Provide a discussion on how this proposed project and inclusion on a shortlist may fit within your firm’s current workload. List examples of projects that included tasks listed in Section II – Purpose.

• Projects should be relevant in size and scope to the work described in this RFQ. Projects included should convince the City that the Contractor has the ability to install pipe in complex conditions

(larger diameters, tight urban corridors, within/around traffic, with bypass pumping, etc.).

• List two similar pipeline projects in which waterway crossings and dewatering has been required

• Indicate if proposed staff for the City’s project worked on sample projects.

• List any projects completed previously for the City. Identify if those projects were completed on schedule and within budget. Extrapolate on experience and knowledge with working with the City, its standards, its processes, and how this previous experience can aid the proposed project and assumed future work.

• All personnel employed by the Contractor in the work shall be experienced and competent in their respective tasks and on projects of scope as the work described in this RFQ and shall work only under the direct control of a suitably experienced Superintendent specified in this Section.

• Example Project Approach: The East First Street Wastewater Interceptor Project is one of the City’s identified capital projects to be completed following this RFQ. The project consists of the construction of approximately 1,500 linear feet of 36-inch diameter PVC wastewater interceptor main complete with manholes and junction structures, . The proposed alignment begins with a crossing of an irrigation canal near the intersection of East 1st Street and Denver Avenue. Pipeline installation will continue to the east within the East 1st Street right-of-way. Due to the limited vertical fall along the alignment, the slope of the pipeline is approaching minimum design guidelines. The majority of the wastewater interceptor main construction will be open cut and will require restoration and replacement of asphalt and concrete pavements with East 1st Street. Several utility crossings, including that of a 48” diameter RCP storm drain, are necessary along the alignment. Dewatering will be necessary due to the presence of groundwater. The City is also assuming five existing wastewater services will be tied into the new interceptor. Construction will also include the installation of a new diversion and calming structure where the new interceptor receives wastewater discharge from two parallel force mains at the upstream limits of the project. It is anticipated that bypass pumping of the current force mains will be necessary during demolition of the existing structure and construction of the new structure.

Provide a detailed written approach as to how your firm would successfully execute this project and complete the services listed in Section III-Scope of Services. Key components include traffic control, access/staging, asphalt paving, ground water pumping, adjacent property owner affects/access, project coordination and scheduling ideas, and any other important aspects in order to execute a successful project.

3. Key Project Staffing

Submit the management and construction staff that you would propose and assign to be the normal and chief contacts should your firm be selected for one of these projects. The commitment of key staff to manage the work is critical to the City and the success of these projects. The submission should include the information identified below.

• An organizational chart of all management with names that could be involved in upcoming projects.
