SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C. STATEMENT OF WORK
C.1. OVERVIEW/BACKGROUND
The Library of Congress (Library) mission is to secure enduring, uninterrupted access to its collections through preservation services, which include research and testing. The Preservation Research and Testing Division (PRTD) oversees a comprehensive quality assurance and materials testing program. This program entails the evaluation of materials used for housing, storage, exhibits, conservation treatments, and building construction items to ensure they adhere to the Library’s rigorous standards for permanence and durability.
The Library requires contract support to obtain a 2 kN single column universal testing machine for use in the physical testing of materials. This equipment is capable of performing tensile, compression, stiffness, peel, shear, flexure, puncture, and friction tests using specialized grips and fixtures. These tests are central to the Library’s quality assurance testing program for materials used in the storage and housing of collections as well as multiple ongoing research programs. This testing equipment is used for the physical testing of materials for ongoing research as well as Library’s quality assurance program for housing and storage of collections. This research and testing utilize the flexible nature of the testing equipment to perform multiple tests to national and international standards for tensile, compression, and stiffness with plans to expand the testing capabilities with this new acquisition.
C.2. SCOPE
The Preservation Research and Testing Division (PRTD) requires a single column universal testing machine to replace the extant equipment that is nearing the end of the period of manufacturer support and useful lifespan. Contract shall include all parts and equipment to meet specified parameters, installation, user training, shipping, and 1 year of warranty support.
C.3. REQUIREMENTS
3. A single column universal testing machine system that includes:
3.1. A single column universal testing machine with the following specifications:
3.1.1. 2kN force capacity.
3.1.2. Crosshead travel distance of at least 34 inches with a return speed of 100 in/min.
3.1.3. Minimum testing speed of 0.00005 in/min or lower and a maximum testing speed of 100 in/min or higher.
3.1.4. Crosshead positional control resolution of 0.4 µin or better and displacement measurement accuracy of
0.0003 in.
3.1.5. Multiple base adapters for Type O (6mm clevis pin) and Type D (0.5in clevis pin) female fittings.
3.1.6. Horizontal test space of 3.75 in and vertical test space of 40 in or larger.
3.1.7. Control handset at the test machine for direct equipment control during test setup with multiple programmable keys, start, stop, and return functions as well as variable speed jog wheel control.
3.1.8. Closed loop digital control and data acquisition electronics for crosshead movement, load measurement, and additional strain measurements.
3.1.9. Brushless servomotor with preloaded ball screw drive for high resolution and reproducible crosshead movement.
3.1.10. Automated recognition and calibration of load cell transducers.
3.1.11. Data acquisition rate of up to 5 kHz with a load measurement accuracy of +/- 0.5% or better down to 0.1% of load cell capacity.
3.1.12. Capability of integration of a touch screen monitor to allow for user control at the test equipment with seamless integration with control computer and software.
3.1.13. Software and hardware-controlled safety features to prevent damage to equipment and users during test setup and operation. This should include workflow processes as well as pneumatic grips with safety controls to reduce finger pinch hazards via restricted grip speed and pressure during setup without deleterious effect on clamping capabilities during testing.
3.1.14. Auto positioning features to improve reproducibility of measurements across samples and users.
3.1.15. Control and data processing seamless with extant software packages (BlueHill) to enable direct comparison with extant data sets as well as current methods.
3.1.16. Compatibility with extant grips and fixtures currently in use with extant Instron 5564 tester.
3.2. Two static load cells with the following specifications:
3.2.1. 2kN load cell for tension and compression measurements with 0.5% precision across range of 2N-2kN.
3.2.2. 10N load cell for tension and compression measurements with 0.5% precision across range of 0.04N-10N.
3.2.3. Any required adapters (physical, electrical, etc.) that would be required to mount load cells to test equipment in 3.1.
3.3. Pneumatic grips with the following specifications:
3.3.1. Integrated multi-stage air manifold for software-controlled setup and operational pressures and support for automatic pretension grip control.
3.3.2. Dual action foot-operated pedal switch for grip open/close actions.
3.3.3. All wiring, hoses, and tubing required for installation/integration with testing equipment.
3.4. For the installation, training, and system introduction, for three (3) users of the universal testing machines, include the requirements such as:
3.4.1. All costs for engineer travel and housing are included.
3.4.2. Installation will include transfer of existing methods and licenses to be operational on new equipment.
3.4.3. Installation time to be scheduled upon receipt of the instrument and coordinated with the COR.
3.4.4. Training: include provisions for training operators and maintenance staff on using the machine effectively and safely.
3.4.5.Documentation: Provide comprehensive documentation, including installation manuals, schematics, and any relevant documentation.
